Counterpart International is recruiting a Monitoring and Evaluation Consultant, to be based in Maputo, Mozambique.
Duties
- Assist with the design of the program’s PMP
- Provide regular performance information as part of the PMP and of the program’s Monitoring, Evaluation and Learning Plan
- Collect quality data for the PMP through sound data collection methodologies and data tabulation/analysis, and by conducting periodic data quality assessments
- Schedule, support and manage internal assessments and evaluations to assess program impact
- Assist external evaluators in the implementation of independent evaluations of the program
- Manage the program’s inputs into Counterpart’s Monitoring&Evaluation (M&E) database and Management Information System
- Work closely with the Chief of Party and headquarters (HQ) staff to review program performance and propose adjustments
- Train and prepare program staff to fulfill their reporting roles
- Train and mentor program sub-grant partners to develop monitoring and evaluating as well as data collection systems
- Conduct technical assistance and coordinating M&E-related workshops for partner civil society organizations and participants as required
- Coordinate activities between the field office and Counterpart HQ
- Guide and ensure the highest quality of program monitoring, evaluation, reporting and communications
- Other duties as assigned
Requisites
- University degree in Monitoring & Evaluation, Economics, Business, International Development, Public Policy or a related field
- Minimum six years of experience managing M&E for large-scale international development operations, including experience designing and implementing M&E results frameworks; developing PMPs, Work Plans and Performance Indicators; and monitoring on-going programs for USAID or other large donor organizations
- Familiarity with evaluation methods and standards, preference given to USAID Evaluation Policy
- Strong interpersonal, presentation, and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders
- Demonstrated organizational skills
- High level of interpersonal and communication skills
- Ability to work well in a team environment, as well as work effectively with civil society organizations, donors, project staff, and other beneficiaries
- Experienced user of Information Technologies
- Commitment to gender integration; practical implementation experience a plus
- Experience as a trainer is a plus
- Good knowledge of English is required; proficiency in a local language a plus
