Ariel Foundation is recruiting a Monitoring & Evaluation Lead (m/f), to be based in Maputo, Mozambique.
Description
- The Ariel Foundation Against Pediatric AIDS (F. Ariel) is looking for candidates for a multi-year advance initiative, funded by PEPFAR, with the goal of “Comprehensive Approaches to Support the Health System and the Response to HIV in the Republic of Mozambique” initiative. This position will be in Maputo, with travel required within the various project sites. The five-year project aims to support key interventions for comprehensive HIV response throughout Mozambique, including VMMC, HTC, infection prevention and control, TB/HIV integration, GBV prevention, and care and support for PLHIV
- Scope of the Position: Reporting to the PI, s/he will develop and oversee project monitoring, evaluation, learning, and reporting, including appropriate indicators, tracking against targets, assessing performance, conducting surveys and evaluation, documenting lessons learned and producing timely, accurate, and complete reports
Duties
- Oversee project monitoring, evaluation, research, learning, and reporting, including appropriate indicators, tracking against targets, assessing performance, conducting surveys and assessments, documenting lessons learned, and producing timely, accurate, and complete reports
- Lead a team to design the overall M & E system for the Project, map out data flows and M & E roles and responsibilities, adapt and design M & E tools and templates, and develop annual M & E plans
- Oversee all M & E activities, including routine data collection, annual surveys, learning reviews, and participant feedback activities
- Ensure strong integration of the project indicators and related information in the NEP and NEDs, aligning with the provincial and district priorities in the health and HIV programs
- Oversee the development of a DHIS2 database and set of dashboards for the project, in line with the existing Mozambique SISMA system, and ensure that it is kept up to data
- Train all members of the implementation team on the use of M & E tools and their roles in the M & E system and provide mentoring and advice to staff on M & E topics
- Foster a learning culture throughout the project, including through documentation of lessons learned, mentoring staff to identify and document their own learnings, and creating opportunities for these to be shared
- Advocate for and support the adaptation of project strategies as a result of M & E results and lead regular exercises to ensure understanding and uptake of M & E results by all program staff, stakeholders, and participants
- Oversee DQA exercises, prepare resulting action plans for improvement, and ensure their implementation
- Prepare and/or review regular reports on project progress, including effective data visualizations, in line with CDC requirements, and ensure timely submission of all M & E-related deliverables in line CDC specifications
- Review, compile and ensure the quality of M & E data submitted by partners
- Provide the PI with advice, M & I knowledge, and data to ensure the program best meets the needs of its constituents
Requisites
- A Master’s degree (or higher), Public Health, Epidemiology, Economics, Statistics, or other relevant fields, with an emphasis on monitoring, evaluation, applied research, knowledge management, documentation, or related area and at least 5 years of demonstrated experience in monitoring and evaluation of large-scale, complex, development assistance programs showing a progressively increasing level of responsibility, including developing data collection instruments, establishing database systems, tracking performance against targets, conducting assessments and surveys, analyzing data collected, and using data for decision-making; or
- A Bachelor’s degree in Public Health, Epidemiology, Economics, Statistics, or other relevant fields, with an emphasis on monitoring, evaluation, applied research, knowledge management, documentation, or related area and at least 7 years of demonstrated experience in monitoring and evaluation of large-scale, complex, development assistance programs showing a progressively increasing level of responsibility, including developing data collection instruments, establishing database systems, tracking performance against targets, conducting assessments and surveys, analyzing data collected, and using data for decision-making
- At least 5 years of experience related to monitoring, evaluation, reporting on service delivery programs or international development programs health
- Experience working with a Ministry of Health at national, provincial and district levels, particularly on capacity building in monitoring and evaluation and data use for decision making
- Experience in design and implementation of M&E systems in service delivery programs in Mozambique
- Demonstrated knowledge of Mozambique management information systems
- Ability to compile, write, and disseminate substantial reports, project briefs, and success stories
- Strong proficiency in English and Portuguese
