PSI is recruiting a Monitoring & Evaluation (M&E) Coordinator - Project IPTi+ (m/f), to be based in Maputo, Mozambique.
Duties
Monitoring & Evaluation
- In coordination with the Country Lead and M&E Advisor, design a robust M&E system for the SP-IPTi+ pilot that will ensure complete, high-quality routine data is collected and available to project staff for monitoring and decision making
- Manage all country-specific M&E components, including overseeing the development of the country M&E Plan, and supporting the development of annual work plans, and routine and ad-hoc donor reports
- Participate in the design and implementation of fit-for-purpose M&E tools, aligned and/or integrated with existing public sector reporting tools where possible, including the country HMIS
- Coordinate data entry and processing, when required
- Participate in the design of data quality assurance mechanisms and data validation approaches
- Implement data quality assurance (DQA) protocols and procedures to routinely validate the quality and reliability of all routine data and data sources
- Design and lead the training of all necessary staff for data collection, including of government officials at the sub-national level
- Conduct routine supervision visits to ensure compliance with the country M&E Plan and DQA
- Support the country team on data interpretation. Work with the Country Lead to promote the regular use of routine project data or other available data to assess program performance. Suggest changes to the SP-IPTi+ Project SMT based on data and evidence as needed
- As needed, coordinate with local research agency partner subcontracted to conduct project evaluations
Learning & Program Improvement:
- Support the documentation of lessons learned and success stories within the SP-IPTi+ project, including using high-impact data visualizations
- Actively raise potential risks to project implementation or success to Supervisor in a timely and transparent manner
- Work with Project SMT, M&E Advisor and others to draft manuscripts for publication, informal briefing papers, and other evidence-based documentation for dissemination
- Support the Country Lead and Core Project team with quality-checked and timely data for regular donor reports
Requisites
- Master degree or higher in Public Health, Epidemiology, M&E, Statistics, Demography or related field
- At least 5 (five) years of experience working in M&E of malaria or EPI interventions, or other public health programs
- Demonstrated experience with DHIS2
- Experience of other HMIS systems in addition is a plus
- Demonstrated experience working with national-level government stakeholders in the health sector
- Strong data analysis skills, including ability to generate data visualizations in DHIS2, Power BI and/or Excel
- Ability to design and manage DQA systems
- Ability to multi-task, coordinate and oversee various work streams at the same time
- Excellent verbal and written communications skills in English
- Strong level of comfort and skills using the Microsoft Office suite including a mastery of data analysis in Excel
