The M&E Sub-Unit Manager will be responsible for the establishment of monitoring and evaluation systems for ICAP MZ’s comprehensive portfolio of technical assistance and capacity building activities with the objective of measuring project performance against established goals and objectives. S/he will report directly to Strategic Information (SI) and Research Unit Manager. The incumbent will ensure that the project produces well-defined and timely results. The M&E Sub-Unit Manager coordinates the preparation of required reports and develops and oversees implementation of standard operating procedures for M&E related activities. S/he ensures the timely collection and processing of data for making program decisions and for reviewing results regularly with Clinical and Technical teams to identify and resolve programmatic or data quality issues. S/he will also serve as a technical resource to the MOH to support the development and implementation of relevant strategies, policies and tools in the area of M&E. In addition, the M&E Sub-Unit Manager will strengthen and build institutional and individual capacity in M&E and supervises all M&E related staff.
Duties
- Facilitate and provide leadership to ensure effective design, review and implementation of the program’s operational plan, including identification of project outputs, performance indicators, and targets
- Design and oversee implementation of M&E systems to collect, manage, and analyze data for reporting progress towards the Project’s objectives
- Ensure routinely collected data summaries are available in user-friendly format for regular use by technical managers for program monitoring, evaluation, and report writing
- Support ICAP provincial M&E teams to design and implement essential process indicators and the means to track progress in relation to targets, including user-friendly tracking formats and systems for recording, compiling, storing processing and reporting information
- Ensure efficient systems in place for program staff to collect and compile relevant and concise information for routine project reports and special reports as required
- In coordination with the SI and Research Unit manager and Clinical Systems Unit manager and Technical staff, prepare consolidated reports including concise narratives and relevant tables and/or graphs to meet report requirements for all donors and stakeholders
- Ensure robust electronic systems are in place to manage and use aggregate and patient level data
- Train and mentor ICAP M&E staff in M&E at all levels, including central and regional office personnel
- Lead ICAP MZ’s efforts to build capacity among local NGO, and Ministry of Health personnel in the area of monitoring and evaluation
- Consult with PEPFAR and other stakeholders to establish a transparent, reliable, and valid M&E system that can easily be tracked and verified
- Carry out other duties and special assignments, as requested
- A minimum of 1 in-country trip per trimester to the Provinces with each trip lasting approximately 5-10 days
Requisites
- Advanced university degree (Masters-level) in a recognized institution in Public Health, Epidemiology, demography, Statistics, Social Sciences or other appropriate field
- Training in data management and analysis preferred
- A minimum of 5 years of experience designing and implementing M&E systems in developing country settings
- A minimum of 3 years of experience on HIV/AIDS, Tuberculosis, maternal and child health related issues including solid knowledge of key related indicators, service delivery programming, and advocacy/policy
- Demonstrated program management skills including planning and organizational skills that ensure efficient and effective implementation of M&E activities
- Demonstrated experience leading a project team in M&E activity design and implementation
- Strong skills with computer software programs (including Microsoft Office) that enable efficient and effective data collection, storage, analysis and graphic representation of results
- Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results in fast-paced environments
- Strong problem-solving skills
- Strong communication skills, both oral and written, with the ability to effectively and persuasively present information in a variety of settings and formats
- Fluency in Portuguese and English is required
- Familiar with U.S. government funding mechanisms and reporting requirements preferred
- Familiar with design and/or implementation of electronic databases for managing routine indicators generated for health programs
- Data management and analysis skills, especially using longitudinal data
- Experience with statistical software packages (e.g. SPSS, STATA or SAS)
- Experience in organizing and delivering training workshops
