- PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM)
Mozambique
- The Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which USAID (1) procures and provides health commodities, (2) provides technical assistance to improve partner countries' management of the supply chain, and (3) collaborates with key international stakeholders to support global health initiatives. There are four main task orders for the project: HIV/AIDS, President’s Malaria Initiative, Population and Reproductive Health, and Maternal and Child Health
- The GHSC-PSM project in Mozambique sets out to strengthen capacity of the host-country government to develop sustainable systems that ensure availability and security of vital and essential health commodities through (1) increased data availability and use for informed supply chain decision making, (2) improved quantification procurement planning and coordination processes, (3) provision of cost-effective, reliable international and local procurement services, (4) improved efficiency in warehousing and distribution, and (5) increased strategic management and planning to improve commodity security
- The M&E Manager will be responsible for the collection, organization, and distribution of GHSC-PSM data and related systems
Duties
- Lead the GHSC-PSM M&E Team
- Supports the design, and operationalization of the project country monitoring and evaluation plan (CMEP): including data collection, verification, and preparation of regular project performance reports
- Lead the preparation of the USAID Quarterly Progress Report, Semi Annual Progress Report and Annual Progress Report ensuring that they are completed and accurate before submission
- Support the Country Manager in the implementation of the annual work plan and contribute to the quarterly progress report
- Maintain comprehensive archive and a backup of all clean, organized and systematized Logistics Management Data and Information
- Assure Logistics Management Data proper usage and data integrity
- Collaborate with the Ministry of Health, CMAM, donors and implementing partners to collect and analyze available LMIS data obtained via different information systems
- Work with the Quantification team to support the collection and analysis of issues and consumption for all commodities
- Track and analyze project indicators and other useful statistics and prepare high-quality and timely reports using the recommended formats and communication channels (Devresult)
- Coordinate with PSM M&E HQ team as needed
- Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual
- Support achievement of the overall project goals as required to ensure project performance
- Perform other tasks as directed by the Director of Information Systems and M&E
Requisites
- Bachelor’s degree in a relevant field
- At least 7 years of relevant work experience
- Minimum of 5 years of relevant work experience designing and coordinating large-scale M&E systems
- Relevant experience specifically related to M&E of supply chains
- Experience with CMAM supply chain and CMAM eLMIS, including Ferramenta Central, and nSIMAM
- Experience working on a USAID or donor-funded project required
- Fluency in Portuguese and advanced English is required
