Mozambique – Program Manager

International Youth Foundation is recruiting a Mozambique – Program Manager, to be based in Maputo.

Duties

• Under the direction of IYF’s Technical Advisor, implement assigned program activities related to the Resourcing Youth for the Future (EJF) project and support project outcomes and deliverables in accordance with IYF and Mozal rules and regulations, grant agreements and work plans
• Prepare the first draft of quarterly performance reports and contribute to other project reports and communications materials. Most of these reports will need to be written in English (for Mozal headquarters in South Africa)
• Contribute to regular updates (for Mozal and IYF USA) on project developments and status
• Manage and facilitate flow of essential information among team members and project stakeholders
• Maintain project calendar and ensure that deadlines are being met according to the work plan
• Maintain timely and complete financial reporting on project expenses
• Manage and maintain records of contract agreements including paper and electronic files, an inventory of all agreements, and a schedule of dates and deadlines relevant to those agreements
• Process and coordinate teacher payments (for hours spent preparing for and teaching life skills)
• Monitor teachers and consultants in their compliance with the terms and conditions of their agreements
• Ensure logistical organization of IYF activities in the field, including PTS Training of Trainers, as needed
• Assist with selection of students to participate in the project, following all criteria set forth by IYF in partnership with Mozal
• For baseline and exit surveys (data to be entered by consultant), review and ensure that all data are entered correctly and that database is updated in a timely manner
• Keep track of all students participating in the project, from the beginning to the end of their training. Serve as the principal monitoring and evaluation focal point for project
• Propose and manage logistic solutions for the project, including identification of potential catering and transportation alternatives where it is necessary, in accordance with the budget
• Provide technical and administrative support to other IYF projects being implemented (e.g. PREPA) and/or under development
• Other duties as may be assigned by the Technical Advisor

Requisites

• Bachelor’s Degree in a field relevant to IYF’s mission and programs (Social Science, Economics, and Public Policy)
• 3-5 years of relevant work experience with programs that support youth employment, education/training, and/or social services preferred
• Ability to understand the trends on youth needs and youth training for their insertion in the labor market, especially in Mozambique
• Ability to demonstrate a clear understanding of the 3 broad training themes of the project: life skills, entrepreneurship, and career guidance
• Outstanding research and quantitative/qualitative analytical skills. Attention to detail, reliability, thoroughness and accuracy with numbers
• Proven organizational skills necessary to manage multiple responsibilities. Good judgment to establish priorities for effective time management
• Ability to identify and establish priorities, work independently, and exercise sound judgment and discretion. Ability to identify problems and demonstrate creativity and flexibility in addressing problems, works well in group problem solving situations
• Excellent written and verbal communication skills in English and Portuguese are required
• Experienced in the use of the full suite of Microsoft Office products including Word, Excel, Outlook, PowerPoint, etc
