Chemonics International Inc. is recruiting a Nutrition Advisor (Quantification, Supply and Distribution Planning), to be based in Maputo, Mozambique.
Description
- Project: Procurement and Supply Management (PSM)
- The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world
- The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health; In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain
- At the country level, PSM supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities
Duties
- The QSDP Nutrition Advisor will work with and assist the Malaria, Reproductive Health, Nutrition and EM QSDP manager, supporting the National Nutrition Program and CMAM to strengthen the Nutrition commodity quantification, the supply and distribution activities and the policies, procedures, systems implementation and operationalization in Mozambique
- The specialist will be part of the team that provides technical assistance to USG, National Nutrition Program, CMAM and other key stakeholders as appropriate and assists in the implementation of USAID|GHSC-PSM nutrition related activities according to the approved work plan
- Works closely with the team manager, supporting Nutrition Program and CMAM to develop forecasts of consumption and supply plans for Nutrition related commodities by assisting the MISAU staff and Quantification Technical Working Group to:
- Nutrition Technical Working Group meetings happen according to plan, or at least, every quarter
- Implement the data collection processes, assemble programmatic data inputs, collect, aggregates and systematize product consumption and inventory data, interpret data, select modeling techniques, build consensus with stakeholders regarding which assumptions to apply and in adjusting final model estimates, with specific reference to program scale up projections and targets
- Support developing forecasts of consumption for Nutrition products in:
- Conducting quantifications: determining appropriate methodologies and tools to apply, agreeing on key programmatic assumptions with stakeholders, assembling documented clinical data or estimating the number of patients on each regimen, detailing the number of commodities per patient and other input data into quantification tools
- Producing evidence based forecasts and consumptions estimates for nutrition commodities
- Support developing supply plans for Nutrition products in:
- Calculating the order requirement based on the in-country stock status, program capacity, and funding availability; adjusting quantities according to potential budget available to produce supply plans; identify potential commodities gaps and ensure and early warning system to address those gaps
- Support developing Nutrition products gap analysis:
- Developing cost estimates: obtaining supplier prices for each product, determine price broken down by area, determine cost breakdown by funding source, ascertain potential funding availability, identify potential funding gaps
- Support the funding and commodities security for Nutrition products
- Support the quarterly FASP reporting activity
- Manages the team supporting Nutrition program and CMAM developing the periodic distribution planning to all direct Clients by assisting the staff to:
- Implement the processes to requisition and stock collection, processes data and validation within Central Toll having reference to programmatic scale up projections and targets
- Support the distribution orders for Nutrition products by:
- Using the existing LMIS data to estimate the ideal replenishing order quantities for each nutrition commodity
- Using the data to do the replenishing orders based in the available stocks, using the equity and rational mechanisms for those commodities not in full supply
- Ensure that orders are sent to the warehouses, the products are correctly picked and packed to each client
- The orders are moved on time to clients, coordinating with warehousing and transportation team
- The orders are correctly received by clients and data is inputted into client’s system
- Assist the GHSC-PSM warehousing team to plan and implement nutrition commodities transportation to Nampula and Sofala by:
- Planning the transportation needs for nutrition commodities for Sofala and Nampula
- Ensure the transport in-time availability and delivery to the provinces
- Ensure that nutrition commodities are well received at DPM warehouse
- In coordination with the GHSC Field Support director and the GHSC provincial advisor assist the Sofala and Nampula DPM planning the nutrition products distribution and ensuring the transportation in coordination with the key nutrition stakeholders in the province
- Support the Nutrition and CMAM having an Early Warning Mechanism to detect and act on supply chain, availability and access identified issues for nutrition commodities
- Identify training needs and organize and conduct training activities by developing and implementing training materials, tools and technical documents (i.e. standard operating procedures) for Nutrition commodities management
- District and health facilities training on supply chain and logistics, to fully integrate the nutrition products in the medicines supply chain
- Lead, design, and implement training activities and organize periodic dissemination meetings on supply chain good practices in nutrition and other health programs
- Support the implementation and operation of LMIS system to improve nutrition commodities data visibility
- Collaborate with appropriate stakeholders (governmental, donor, etc.) to develop nutrition commodity contingency plan and mechanisms for emergencies
- Represent GHSC-PSM at meetings, trainings and workshops
- Produce routine and ad-hoc reports for GHSC-PSM as required
- Contribute to the annual GHSC-PSM work planning process for drug management activities, including contributions to the M&E and PMP plans
- Conduct a baseline and periodic assessments and evaluation activities in the Sofala and Nampula Provinces
- Undertake other reasonable tasks as assigned by PSM to strengthen Nutrition logistics
- Supervision: The QSDP Nutrition Advisor reports directly to the Director of Forecasting, Supply Distribution, and Planning or his/her designee
