Operational Safety and Security Manager

Description

• The nature of the emergency response to two cyclones (Idai and Kenneth) in Mozambique in 2019 and especially in the high-risk location of Cabo Delgado has grown to the extent that it requires a full time Operational Safety and Security Manager to manage security support
• The Operational Safety and Security (OSSM) will focus on safety and security support to CARE Mozambique
• The OSSM will ensure that CARE staff are working in an environment consistent with accepted minimum safety and security standards. This encompasses the training of staff in security awareness, development of security

Requisites

• Indicate the minimum required level of education, experience, and skills necessary to qualify for the position achnical Skills
• Number of months/years of previous professional experience in a similar position. Examples: Languages; planning; budgeting; word-processing; basic accounting; advanced written communications; presentation; fundraising; training/facilitation; etc.
• Required:
• A minimum of five years of experience in managing security operations for humanitarian organizations in austere and/or complex emergencies
• Experience writing high-level security risk analysis and conflict analysis
• At least three years of experience working for a humanitarian agency in a conflict setting, managing complex dynamics
• Proven capacity to produce maps
• Desired:
• 2-3 years of work experience in the Mozambique and/or wider southern Africa locations
• Experience working in remote management and with partners
• Fluency in English and Portuguese languages (both speaking and writing)
