PEPFAR Data Manager

US Embassy is recruiting a PEPFAR Data Manager, to be based in Maputo, Mozambique.

Duties
  • Job holder provides technical expertise within the context of in-country HIV/AIDS programs supported through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) by contributing to a broad range of data management support
  • Support primarily includes data systems management and administration, developing/advising on databases/software applications to address data management needs, maintaining current databases and data sharing platforms, and training/capacity building activities in these areas. S/he will work closely with the PEPFAR Strategic Information (SI) Advisor and USG SI Technical Working Group
  • The Data Manager will be a member of the interagency PEPFAR Coordination Office, and will be responsible for managing data requests supporting both internal and external capacity for using strategic information in combating HIV/AIDS in Mozambique
  • Job holder collaborates with U.S. team colleagues, host country Ministry of Health and other HIV/AIDS implementing partners in the design, development, updating and maintenance of information systems and software that will improve data flow from the sub-national to the national level of the host country. These activities are all geared toward assisting countries in developing well-functioning health information systems. Such systems ensure the production, analysis, dissemination and use of reliable, timely information on health determinants, health system performance and health status. Due to the highly integrated nature of data in all PEPFAR programmatic decision making, job holder works very closely with public health colleagues in all PEPFAR-funded agency programs and is a member of the SI and other inter-agency technical working groups, though some responsibilities may be PCO/agency specific. Job holder is supervised by Finance and Operations Specialist

Requisites
  • Bachelor Degree (BS/BA degree or host country equivalent) in one of the following disciplines is required: Informatics, Information Science, Health
    Information Management, Computer Science, Computer Engineering, or Information Systems is required
  • At least 5 years of experience in designing, developing, implementing and maintaining health data management/information systems to support and evaluate development or health-related program activities is required
  • Level III English (fluency in both written and verbal) is required. (Will be tested)
  • Level IV Portuguese (good working knowledge, reading/speaking/writing is required). (Will be tested)
