World Food Programme is recruiting a Policy and Programme Officer, MDGc1, to be based in Manica, Mozambique.
Duties
- Develop an MDG1c Work-plan in particular reflecting the SBCC component
- Collaboratively design Annual Work Plans (AWPs) for 2016-2018 - for the SBCC Nutrition program (including the community support groups and radio programs and disseminations) in close collaboration with the government and implementing partners
- Design a SBCC implementation Plan for Manica Province in close collaboration with the government implementing partners
- Prepare and conduct training on the Implementation Plan for Manica Province to stakeholders
- Develop a Budget for the SBCC and advocacy implementation plans to form part of the Sub-Office Operational Budget
- Produce communication materials and programs collaboratively with other UN agencies, GoM and NGOs
- Conduct training for field staff on SBCC and communication skills
- Build partnerships with and regularly reinforce cooperation between government and local partners
- Enhance the Plan for field level participation in the development and collection of M+E data
- Provide guidance and training of field teams (UNV, SDSMAS and ANDA) in Manica
- Submit a report at the beginning of the assignment demonstrating reflections and an understanding of the programme and developing linkages to other WFP programmes
- Support the Manica Team in implementing the MDG1c Programme
- Act as the Officer in Charge in the absence of the Head of Sub-Office
- Perform any other MDG1c related duties as maybe requested by Head of Sub-Office or MDG1c Facilitator
Requisites
- Academic background: A degree in Sociology, Communication, Social Marketing, Agriculture, Anthropology, Psychology, Health or Nutrition, and any related area of study
- A Master’s degree is an added advantage.
- At least 5 years of professional experience in programme management, some work in SBCC ideal and experience in mass media communication
- Extensive knowledge of community mobilization, field programme management
- Excellent communication, coordination and facilitations skills; Strong analytical and report writing skills
- Exposure to the Nutrition and/or Health environment in Mozambique
- Proven ability to conceptualize, develop, plan and manage programmes, leadership and teamwork abilities, good analytical, negotiation, communication and advocacy skills
- Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments
- Excellent analytical skills; resourcefulness, initiative, maturity of judgment, tact, and negotiation skills
- Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds
- Good computer knowledge and skills
- Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner
- Previous work experience with UN Organisations is desirable
- Maturity, initiative, courtesy, tact and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds
- Ability to handle any other additional tasks as requested by his supervisor
- Fluency both in oral and written Portuguese and English is essential. Ability to speak any of the major local languages spoken in the province of Manica would be an added value
