Chemonics is recruiting a Procurement Advisor, to be based in Maputo, Mozambique.
Description
- PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Mozambique
- Background: The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
- The Procurement Advisor will provide high-level assistance in the procurement of key medical commodities, including the RFQ, selection, and receipt of supplies
Duties
- Work closely with the Procurement Manager in conducting the Field Office Managed Procurement (FOMP) in support of the PEPFAR-funded products required for the execution of the programs
- Manage procurement contracts with vendors, develop tender documents, coordinate the tender process, and assist the Procurement manager with negotiations and contracts management, ensuring that all applicable FAR guidelines are followed, and all required waivers and documentation are in place
- Clarify specifications with the customer to fully understand the requirements
- Use IT tools such as ARTMIS and Ivalua to conduct procurement activities (quote requests, evaluation of bids, evaluation report of the process, and purchase orders)
- Evaluate proposals using relevant criteria and prepare the evaluation tables
- Ensure compliance with applicable laws on procurement of goods and services and contracts

- Ensure archiving of all procurement documents in SharePoint
- Ensure that all procurement documents are approved
- Manage and ensure the delivery of the goods on time in coordination with the supply and delivery team
- Maintain auditable records for all Field Office managed procured items, including approved supply plans and supporting documentation
- Perform other tasks as directed by the Procurement manager
- Maintain a good knowledge and understanding of all procurement policies and procedures on procurement of goods and services
- Support the achievement of the overall project goals as required to ensure project performance
Requisites
- Academic higher technical degree in supply chain management or another relevant field required
- Relevant experience in the supply area of goods and preferred healthcare products and services
- Knowledge of the national health system of Mozambique Health and/or previous work experience with projects funded by USAID is highly desirable
- Proficiency in common Computer packages (eg. Word, Excel) relevant to the work
- Excellent verbal communication and writing skills in Portuguese and English
- Strong organizational and administrative capacity
- Negotiation skills
- Attentive to detail and fast data analysis capabilities
- Ability to work independently, and meet targets on time
