- Overall Job Purpose: Supports the EWDE/DKH Mozambique Programs Team in all matters relating to financial project
management and the financial management of partner organizations to ensure integrity and
compliance with donor requirements and Diakonie Katastrophenhilfe policies and procedures

regularly engaging their supervisor when prioritizing requests rece
Duties
- Review and develop budgets for different partner projects in line with the logical framework
and in collaboration with the partner organization
- Provide support and advise to partner organizations on Diakonie Katastrophenhilfe and
back donor regulations and financial procedures
- Develop financial reporting templates for partner organizations
- Follow up on funds requests, share with the Desk Officer in Head Office (T1) or T2 Office
Nairobi for release to implementing partners through Programmes
- Budget monitoring with partners and carrying out progressive Budgeted Vs Actual analysis
in line with agreed work plans, approved budgets, and in compliance with donor guidelines
- Financial documentation review to ensure support documents of the partner are in
accordance with the donor procedures and regulations
- Follow up on timely submission of reports from the partners
- Review of monthly financial reports for projects from partners, advise them on the financial
progress, and if necessary, take project related decision in collaboration with the program
team members in charge of the respective projects
- Share quarterly, interim or any other requested financial report through the program team
members in charge of the respective project
- Monitor compliance of partners’ procurement processes to Diakonie Katastrophenhilfe
and/or back donors’ procurement regulation, where needed with the support of the Head
Office (T1) or T2 Office Nairobi (f.i. for large or complex procurement processes)
- Monitor compliance of partners with special arrangements included in the project
cooperation agreements, if applicable
- Monitor project-related stock keeping of relief items and assets of partners purchased with
back donor or funds of the organization, if applicable, where necessary with the help of
Logistic Department
- Conduct spontaneous or on-request project audits, spot checks, and verifications
- In consultation with the program team, undertake field monitoring visits to the project
areas periodically for project monitoring to ensure compliance
- Coordinate audits including liaison with external Auditors for partners project audits
- Verify that the project transactions of partners are booked correctly
- Support the partners in liquidity planning and execution
- Training and Capacity Building - Support financial trainings for partner organizations regarding DKH financial procedures, government obligatory regulations and back donor guidelines
Requisites
- Bachelor’s Degree in Business Administration, Accounting, or Management required
- Minimum of three (3) years of solid experience in financial management, and
administration in an INGO setting
- Knowledge and experience with grant management, grant financial reporting, revision of
documentation, specifically sub-grants. Experience with European Union funding/grants
an added advantage
- Knowledge and experience with project/ donor compliance, specifically documentation
- Skilled in Excel, Ms Word and computerized accounting software
- Working knowledge of English is a strong advantage
