World Food Programme is recruiting a Programme Assistant (M&E) - SC5, to be based in Maputo, Mozambique.
Duties
- Under the direct supervision of the Activity 4 Manager and in close collaboration with mVAM/M&E and the overall supervision of the Deputy Country Director, the Programme Assistant will be responsible for the Monitoring and Evaluation (M&E) systems of the MINEDH-WFP National School Meals Programme (PRONAE) in Mozambique, information analysis and reporting
- He/she will also undertake field missions for regular monitoring and technical support when deemed necessary. Specifically he/she will be responsible for the following duties:
- Contribute to develop standardized tools and methods, for PRONAE aligned to the new Strategic Results Framework (2014-2017)/ Strategic Outcome 3/Activity 4
- Strengthen the MINEDH’s PRONAE M&E systems and support implementation of the M&E system for PRONAE
- Ensure WFP’s contribution to PRONAE by conduction Baseline and Endline Surveys
- Together with the PRONAE team, do the tracking of the operational plan
- Ensure efficient utilization of tools and perform analysis of the M&E indicators to inform on the progress and achievement of results, specifically on the following outcome indicators: (i) average number of school days per month; (ii) retention rate; attendance rate; (iii) pass rate in disaggregated manner
- Be accountable for the tracking the implementation and advising the teams whenever it is necessary
- Prepare regular process and output monitoring reports, including consolidation of operational data from the field on food distribution planning and reporting on PRONAE
- Analyse output data and perform data reconciliation with delivery/dispatch information; produce Monthly Output Report
- Act as Focal point in all issues related to the PRONAE M&E data submitted by the Sub-Offices/ provinces that implement SF/PRONAE
- Improve data management, ensure regular maintenance and harmonization of databases with other information systems (e.g. school feeding)
- Prepare detailed M&E data flow chart from data source to the central repository (SOs/CO)
- Liaise regularly with Field Monitors, officers/assistants of other systems in place in the CO (VAM, COMPAS, WINGS) and ensure data and reports consistency
- Act as Focal point in all issues related to COMET data for SF/PRONAE
- Undertake backstopping field missions to sub-offices and participate in monitoring visits to ensure that tools are used adequately, to assess their usefulness and quality and improve them as needed
- Provide technical assistance, guidance and capacity building to PRONAE Field Monitors/Nutricionist on M&E tools, data collection, analysis and reporting
- Provide technical support to the evaluations of operations and annual evaluation reports
Requisites
- University degree in Sociology, Nutrition, Agricultural Economics, Food Security, Public Health, Development Studies, International Relations, Geography (GIS)
- At least 3 years of professional experience in M&E in the related field
- Good drive in developing and conducting baseline studies, survey and techniques for monitoring
- Experience in working with government institutions at province, district and local level
- Community mobilization experience would be an added advantage
- Full knowledge of computer applications (MS Office – Word, Excel, Power Point) and some knowledge of database packages, particularly on SPSS
- Experience in handling of web-based management systems
- Excellent communications skills, including good drafting ability in both English and Portuguese
- Knowledge of statistical analysis software, such as SPSS and Excel
- Good drive in conduction baseline studies and use of quantitative survey techniques and analysis
- Experience on M&E systems, data analysis, preferably relevant to specific area of food security
- Demonstrated capacity/hands-on experience in capacity building of field staff is desirable
- Good communication skills and a clear understanding of the subject matter
- Ability to develop and maintain effective work relationships with counterparts and staff within the office, donors, local authorities, NGO's and other UN agencies
- Excellent command of English and Portuguese is required
