World Food Programme is recruiting a Programme Associate (School Meals/PRONAE) SC G6, to be based in Maputo, Mozambique.
Duties
- Under the direct supervision of the Activity 4 Manager at the CO level and in collaboration with School Feeding Team, PRONAE Focal Point at the Ministry of Education/Direcção de Nutrição e Sauúde Escolar (DNUSE), the Senior Programme Assistant will assist the SF Team run all activities related to SF and to strengthen the capacity of the DNUSE in implementing the National Programme for School Meals (PRONAE) in Mozambique, specifically during the expansion phase and onwards
- The Senior Programme Assistant, with the support of the Activity 4 Manager and SF Team and PRONAE Focal Points at MINEDH/DNUSE, DPEDH, will perform the following tasks:
- Contribute to the overall coordination and implementation of PRONAE and any SF related activities as prescribed in the CSP 2017-2021 and other WFP relevant programmes in Mozambique
- Work collaboratively with the M&E Programme Assistant to compile monthly reports and ensure the data collection on enrolment, attendance, retention and pass rates of the programme as required by the M&E and Activity Manager
- Perform key M&E related activities related to PRONAE and any SF activities as guided by the WFP-MINEDH
- Provide guidance, on-the-job training, and technical assistance to the PRONAE Focal Points at SDEJT and School Meals Managers, School Council and other relevant district authorities and staff for the planning and implementation of the PRONAE and local purchase
- Under the SF/PRONAE Programme, participate in the joint regular monitoring visits organized by the government authorities at provincial and district levels to the communities and school implementation sites to ensure that the implementation plans and technical supervision is provided as the Operational Plan
- Support DNUSE to organize project planning missions, meetings and briefing sessions to identify and critically analysis emerging problems in the area of activities and recommend solutions to the PRONAE implementation
- Ensure that stock management of food and non-food items follow the recommended procedures (reception, registry, and handling)
- Support and facilitate the creation of School Meals/PRONAE and ensure the composition of members are gender balanced and active participation of women in the decision making
- Support local purchase processes (selection, storage, food handling, transport) as well as food distribution at schools
- Coordinate with MINEDH/DPEDH Nutritionist allocated for PRONAE at province/district to ensure smooth planning for preparation of meals at schools
- Assist in the selection and training of cooks
- Perform other related duties as required
Requisites
- University degree in Sociology, Nutrition, Agricultural Economics, Food Security, Public Health, Development Studies, International Relations, Geography (GIS)
- At least five years of progressive experience in public policies and communications, integrated rural development, social protection/social assistant, humanitarian and nutrition related work
- Knowledge and experience of the WFP or UN agencies and public sector (Ministry of Education) especially on socio-economic development activities
- Ability to communicate clearly both orally and in writing
- Ability to work in a team (MINEDH/DPEDH/SDJET and WFP), and establish an effective working relationship with a person of different national and cultural backgrounds
- Knowledge of spreadsheet software, such as Excel is an asset
- Experience in economic development projects, research, M&E systems, data analysis, preferably relevant to the specific area of development activities
- Demonstrated capacity/hands-on experience in the capacity building of field staff is desirable
- Willingness to work either at provincial, district and school level is desirable
- Fluency in Portuguese language is essential
- Good working knowledge of English (oral and written) is desirable
