The United Nations World Food Programme (WFP) in Mozambique wishes to recruit qualified and experienced Mozambican nationals for the role of Programme Officer (Market Access), to be based in Maputo.
Duties
Under the direct supervision of P4P Country Coordinator and the overall supervision of the Deputy Director, the incumbent will have the following specific duties:
- Responsible for implementation and monitoring of all smallholder strengthening activities
- Collaborate with FAO in the implementation of related activities to ensure the maximum level of coordination
- Monitor the allocation and use of financial resources as envisaged under P4P, PAA and the EU MDG
- Establish formal collaboration with stakeholders operating in the areas of rural and agricultural development such as NGOs, rural finance institutions, donors, farmers’ organizations, private sector representatives as well as Government authorities at all levels in order to increase effectiveness and efficiency activities
- Contribute to performance appraisals of participating farmer organizations including small and medium traders
- Communicate and coordinate with WFP internal units who are part of the supply chain such as Programme and Logistics
- Participate in reviews and evaluation missions as required
- Contribute to maintenance of accurate and complete accounting information of related activities, particularly P4P, ensuring that reporting and all relevant records are maintained
- In liaison with relevant staff, contribute to the design and implementation of the monitoring and evaluation activities of the EU MDG, P4P as well as the PAA projects
- In collaboration with relevant staff, prepare and disseminate quarterly reports
Monitor plans and activities including:
- Supervision of designing and delivery of training activities as well as the preparation of training materials for small scale farmers’ organizations
- Supervision of monthly monitoring field missions of Field Assistants to project areas to asses project outputs and participating beneficiaries (small/medium traders and small scale farmers’ organizations)
- Supervision and periodical compilation of data (quantitative and qualitative) from the Field assistants
- Collaborate in designing, planning and supervision of programme surveys
Requisites
Education
- University degree in Agriculture, Economics, Food Security, Environment, Public Health, Community Development, Social Sciences or closely related fields with a deep knowledge of food security and nutrition issues and demonstrated experience in the practice of programme management and/or research
Experience
- At least 5 years of relevant experience at the national and/or international level (NGO, International organizations, bilateral development agencies, Research institutions, etc.) in programme management & monitoring and reporting. Good understanding of the development challenges of Mozambique
- Familiarity with results-based management
- Proven advocacy, analytical, communication and writing skills
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of database packages are required
- Working experience in web based ERP financial systems (i.e. SAP, PeopleSoft, Oracle, etc) would be an added value
- Excellent communications skills, including good drafting ability in both English and Portuguese
Language
- Full command of English and Portuguese is required

- Demonstrated experience in supervision of execution of projects
- Ability to work independently on technical matters with minimum supervision
- Ability to communicate clearly both orally and in writing
- Capacities to write reports and excellent analytical skills, critical reasoning and detail oriented
- Ability to work well in group situations and participate and contribute to a team effort
- Excellent follow-up and sensitivity to deadlines
