Adra Mozambique is recruiting a Programs Director, to be based in Maputo, Mozambique.
Duties
Program Planning and Development
- Lead program planning and development activities of ADRA Mozambique, ensuring that new projects are impact-driven and appropriate to meeting the long-term development needs of the target groups and region/areas, which are aligned with ADRA network and country policies and strategic plans, and are in line with national and state government policies and programs on relevant development themes and social issues
- Apply the latest tools/technologies, best practices, guidelines, standards, and indicators in planning for new projects whenever appropriate
- Guide the needs assessment designing, implementation, and analysis processes for all projects being considered
- Take the lead in and oversee the proposal writing and budget preparation process for each new project (including concept note and log frame preparation)
- Ensure consultation with appropriate government counterparts and participation of local partners and beneficiaries (i.e., women) in the program planning and development processes
- Periodic update of funding forecasts/donor database for Mozambique
- Regular update of professional and technical advisors/services list, and consultant list (in-country) for new project development, training, and MEAL
- Familiarity with donor policies and strategies for Mozambique
Monitoring, Evaluation, Accounting and Learning (MEAL)
- Log frame preparation for each new project; obtaining donor’s approval for the log frame
- Establish the MEAL system for each project (together with Project Managers)
- Guide the baseline; mid-term and end-of-project study preparation, implementation, and analysis processes for each project as appropriate
- Orient project managers/ coordinators and key project staff of MEAL plans, including project objectives, key indicators, and other specifications of each project as approved by the donor
- Supervise the performance of project managers/ coordinators, guided by email communication, project documents, performance evaluation forms, and on-site visits
- Monitor the financial spending of each project as per financial statements provided by the finance department. Provide necessary follow-up as needed
- Review/edit monthly/quarterly progress reports submitted by project directors/managers
- Negotiate approval with donors for changes to project strategies if required
- Monitor the progress of achieving the ADRA Mozambique Strategic Plan Objectives for 2020 – 2025
Technical Support
- Ensure that project managers are provided with the necessary resources to maintain/update their technical knowledge and skills in carrying out their project interventions in respective thematic areas.
- Ensure compliance of project interventions to international/national standards, donor policies, and relevant government policies in question (in association with MEAL activities)
- Assist in identifying, selecting/negotiating, and evaluating local partners
- Develop and update a database for internet resource materials. Sharing useful information, websites, experiences, project ideas, etc., among peer colleagues through email correspondence
- Encourage subscription of all key project staff to relevant e-forum/e-technical groups facilitated by other organizations
Staff Management and Development
- Establish project implementation structure for each project with Country Director
- Ensure key project staff have job descriptions (in association with HR Coordinator)
- Assist in the recruitment of key project staff (in association with HR Manager)
- Orient newly recruited project staff (in association with HR Coordinator
- Supervise on-the-job training of project manager
- In association with the HR Coordinator, conduct half-yearly or annual performance evaluation appraisal of key project staff reporting to him/her
- Plan for and provide capacity development opportunities for project staff (i.e., conferences, training workshops, etc.)
- Discipline program/project staff as required
- Networking, Partnership Building, and Communication
- Develop close working relationships with all project participants and key stakeholders, including government counterparts, local partners, NGOs, and the private sectors
- Establish and maintain good working relations with the relevant government ministries as well as other higher-level stakeholder groups (donors) at the national level
- Ensure timely submission of all the reports, including financial statements, to donors, following the requested formats
- Support external missions in ways that foster transparent and open learning discussions
- Represent ADRA or delegate someone from ADRA at key conferences, meetings, and workshops pertaining to programs
Requisites
- Minimum of master’s degree in social sciences, Agriculture, Natural Resources Management, Public Health, or related field
- Program Management qualification is added advantage
- Experience: Substantial (+5 years) traceable experience in: (1) Program Planning, Implementation, Monitoring and Evaluation; (2)
- Capacity building (3) Report writing and documentation (4) Grant writing (winning ones)
- Required Skills:
- Exceptional communication skills, both oral and written in English and Portuguese languages
- Appreciation of basic accounting and data management skills and proficiency in using Microsoft Package
- Other Valued Criteria:
- Be a person of high moral character all time and willing to conform to the mission, values and beliefs of ADRA
- Organized and detail-oriented, including people management skills
- Understanding of policies and compliancy requirements during project implementation (e.g. Gender, HIV/AIDS, Environment, Inclusion Policies, Child Protection, Prevention of Sexual Exploitation and Abuse)
