Finn Church Aid (FCA) is recruiting a Project Coordinator Consultancy (m/f), to be based in Pemba or Maputo, Mozambique.
Description
  • FCA/Network for Religious and Traditional Peacemakers is looking for a Project Coordinator for project management and technical expertise as part of the ‘Community Social Cohesion (CSP) Project: Strengthening Social Cohesion in Cabo Delgado and Niassa’ between February 2023 to April 2024 (15 months) in Mozambique
  • Objectives: The Network will be implementing the CSP project together with the Aga Khan Foundation in Mozambique as the lead implementing organization, funded by the European Union. The overall objective of the project is to increase social cohesion and resilience to radicalisation in five instability-affected districts of northern Mozambique. This will be achieved through the completion of two outcomes: Outcome 1: Increased trust between host residents and Internally Displaced Persons (IDP). Outcome 2: Improved collaboration amongst key stakeholders working in conflict-related matters
  • The Network for Religious and Traditional Peacemakers (NRTP) represented by Finn Church Aid (FCA) is a co-applicant and will play a technical and capacity strengthening role to all Action staff and target communities regarding the implementation of conflict resolution and mediation activities including training and mentorship of the rural community members, including IDPs. The FCA Project Coordinator in collaboration with the FCA Regional Programme Manager and Senior Specialist on Inclusive Peace, will provide technical support to train project staff on key implementation approaches related to conflict mediation, conflict sensitivity and peacebuilding. FCA staff will review all current methodologies and integrate conflict resolution into the structure. FCA staff will monitor other project staff to further support and strengthen their capabilities in this realm
  • The purpose of the assignment is the overall management and provision of technical expertise for the above-mentioned project. The Project Coordinator ensures that the relevant legal, donor and internal requirements related to the grant are met and coordinates relations and activities of the partners and stakeholders in the project, contributing to the successful implementation and achievement of project results
Duties
  • The consultant will be expected to undertake the following tasks:
  • Act as the operational focal point and point of contact for the status/progress of the project between the Network and Aga Khan Foundation
  • Manage the overall implementation of Network activities, and coordinate the planning, monitoring, and reporting (internal and external) of project activities
  • Provide technical and thematic support to the project and partners on conflict analysis, peacebuilding, social cohesion, interreligious dialogue with support from the Network experts
  • Prepare work plans and produce timely reports – financial and progress reports – as required by AKF-M and donor reporting systems
  • Prepare and update the project procurement plan and overseeing procurement processes
  • Ensure that project budget is followed and prepare budget changes if required
  • Request for budget advances for activity implementation and ensure settlement according to FCA procedures
  • Review the project monthly/quarterly and donor financial reports compiled by the Finance Officer
  • Manage relationships and coordinate the work with Aga Khan Foundation through regular meetings and follow-ups
  • Ensure communication and cooperation between project partners and other stakeholders of the project
  • Ensure that all project plans, objectives, policies, procedures, and processes are followed
  • Manage the activities led by FCA/Network in the project, such as selection of beneficiaries, trainings and capacity building, research, cross-regional learning, awareness
  • Manage the overall communication and submission of reports to Aga Khan Foundation
  • Works with staff of other FCA/Network projects in Mozambique and in the region to represent the Network in all relevant project stakeholder meetings and other meetings and events related to the mandate of the Network and the project and perform other duties as required
  • Promote identification and synthesis of best practices and lessons learned for organizational sharing and learning and ensure proper documentation of change
  • Contribute to the process of developing or improving resources led by Aga Khan Foundation
  • Support in fundraising and development and writing of project proposals
Deliverables
  • The overall human, material and financial resources of the project are managed with high quality Communication to Aga Khan Foundation and collaboration between project partners is well managed The project objectives and outputs are achieved according to set plans
 Transport & Logistics
  • Field transport and accommodation arrangements, focal points and other contact points on the field and other logistical arrangements concerning the consultant will be provided by Aga Khan Foundation through the project funds
Methodology
  • The consultant will strictly follow the work plan and the time schedule agreed with FCA during the planning phase
  • The consultant will report to the Regional Programme Manager – Africa, FCA/Network
  • The position includes immediate results and ability to meet targets
  • This position includes travel to conflict zones. Possibly also to conflict-torn locations
  • Project work includes pressing deadlines that can cause stress
  • Working in a global team
  • Availability to work exceptional/unpredictable hours
  • Working in a location where there is no FCA infrastructure and under remote supervision
  • Very proactive interaction in hugely multicultural and global environment
  • Close coordination and communication with hosting partner Aga Khan Foundation
  • Contribute to the global work of the Network Secretariat
  • Frequent communication with the project partners on overall management of the project
  • Liaise with FCA and NETWS on project administration and finances
  • Communicate directly with the participants and speakers of the events
  • Communication with project donor, national and local authorities
Budget
  • The total indicative budget for this assignment is EUR 65,100. This is the maximum amount available and the awarded amount will be dependent on the skills and experience of the selected candidate. Bids exceeding this amount will not be eligible for evaluation
  • Applicants’ proposals must include a detailed and competitive budget inclusive of all fees, costs and taxes Consultant(s) are responsible for managing their own tax contributions. Please provide a detailed budget of the assignment without VAT. FCA will calculate the VAT according to the Finnish legislation Applicants are requested to submit a detailed financial proposal. Travel, accommodation, and logistics costs should not be included as these will be covered by the project

Requisites
  • Masters degree in peace and conflict studies, development studies, law, human rights or similar
  • At least 5 years related professional experience on peacebuilding/conflict transformation and/or interreligious dialogue
  • Proven strong project management skills
  • Experience in procurement and financial management of projects
  • Previous experience in European Commission project management preferred
  • Strong knowledge of the Mozambican context and culture
  • Strong understanding of root causes of conflicts in Mozambique and existing conflict transformation and peacebuilding programs and mechanisms
  • Good understanding of the governance structures and existing networks with national and provincial level authorities and key civil society and community actors
  • Experience in developing and implementing consortium projects
  • Proven problem solving skills and strategic planning capability with creativity
  • Previous experience in capacity building/training of individuals and/or organizations
  • Good attention to detail and numerate
  • Fluency in oral and written English and Portuguese
  • Excellent communication and inter-personal skills
  • Sound organizational skills and initiative to proactively manage work
  • Ability to meet deadlines under pressure
  • Ability to travel within Mozambique, even to higher security risk areas
  • Ability to work remotely and with a diverse team across the globe
Contract Award Criteria
  • The offers will be evaluated according to the contract award criteria below:

  • Interview (oral and online) - 50% - Relevant experience, expertise, qualifications, flexibility, suitability for the position will be assessed during the panel interview
  • Technical Proposal - 30% - Understanding of the purpose, context and subject matter of the assignment
  • Responsiveness to the ToR; Concretization of the strategy for tasks identified in the ToR Financial Proposal - 20% - Lowest bid receives highest score. Other candidates’ scores are calculated

Evaluation Process
  • The evaluation process is managed by FCA’s Procurement Committee
