Oxfam is recruiting a Project Coordinator (m/f), to be based in Gaza, Mozambique.
Description
- The project coordinator will be responsible for the overall development, leadership, implementation and monitoring of the program (please mention programme title and focus to set the scene!) in line with the Oxfam Mozambique Country Strategy and thematic program strategy. The jobholder shall support Oxfam’s impact locally, regionally and globally through ensuring the project’s alignment to the key strategic objectives and overall programme standards
Duties
People Development and Management 25%
- Manage the program/project team to deliver on the OCS, providing leadership, inspiration and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures
- Manage with support of HR, the life cycle of individuals within the team from pre-recruitment to exit, including performance management and/or capacity development processes, and working with HR on issues such as disciplinary matters
- Performance manage staff, consultants and researchers as required, in accordance with Oxfam HR policy and procedures
Program design, development, implementation and monitoring 35%
- Accomplishes the program/project within budget, conform project plan and donor contract, in a cost effective and efficient way
- Effectively manage allocated budgets and assigned projects
- The work that will be undertaken will involve coordinating technical assessment, planning and implementation of project interventions in line with the thematic area and in line with Oxfam’s country, regional and global strategies
- Pro-actively mitigates risks in the program/project in order to be compliant within donor guidelines
- Organizes the staffing and financial resourcing of the program/project in both a quantitative and qualitative way
- Develop new project (proposals) and in cooperation with Country Director, Head of Program and Funding
- Coordinator define donor approach in order to acquire and secure new funding
- Coordinate reporting to external donors by supporting project and partners staff to establish timelines to meet deadlines, divide tasks appropriately between finance and program functions, communicate effectively, comply with contractual requirements and ensure adequate time for country and head office sign-off
- Ensure that all proposals and reports are accurate, complete, internally consistent, technically sound, meet donor requirements and are of a high standard
- Ensure that all program/project related information and data are captured in SAP timely
- Lead in monitoring, reporting and learning initiatives including research and collection of data in close partnership with the country office staff and partners
- Ensure that gender is mainstreamed, developed and protected in the program in cooperation with the gender officer
- Working closely with the Communications officer, provide regular information, briefings and publicity on the program activities
- Working closely with the Program Manager or Head of Programs, to ensure that an effective, transparent and robust MEAL system and process is in place to ensure that the program delivers on the OCS
- Ensuring quality of MEAL framework, documentation and reporting to donors & head office. Ensuring implementation and monitoring of project cycle following the Executing Affiliate procedures and systems requirements (SAP)
Working with partners and stakeholders 20%
- Develop a comprehensive understanding of Oxfam’s partnership approach, including work with coalitions and networks, adopting a strategic, proactive perspective on how to achieve partner led approaches to achieve sustainable change
- Ensure timely development of modules and approaches as well as participate in development of models that will be used during project implementation
- Develop and facilitate effective and useful links with civil society (including non-implementing partners), the private sector, academic/knowledge institutions and governments, initiating contacts and building associations that can be used to enhance Oxfam’s work, identifying key partners to collaborate with, to reinforce a successful the delivery of the program
- Coordinate and mobilise technical & influencing support for the project partners, accompanying them and ensuring high quality of programming; liaise with Oxfam affiliates capacities & expertise as well as with Oxfam
- Knowledge hubs and learning communities
- Support networking at local national and global level and take in lead in coordination of advocacy efforts of project partners for national, regional and global level policy influencing
Resource mobilisation 20%
- Provides input on funding opportunities: working closely with the Head of Program or Program Manager and Funding Coordinator, participate in relevant fundraising activities, develops fundable concepts (at all levels) and provides input in the development of donor proposals, budget submissions and other necessary activities to secure funding for programme objectives
Requisites
- Academic degree in a relevant area for this position
- Knowledge of English (written and spoken) (of course, the local language as well)
- At least five years of experience in managing complex programs
- Sound experience in managing and overseeing multi-stakeholders project, entailing construction work, and implementation of activities with high level of operations and logistics, community and Government participation and engagement
- Knowledge and solid experience on communities’’ engagement/participation techniques and tools
- Proven experience in working (planning and implementation) with Government (at local and national level)
- Solid knowledge and experience in Disaster Risks Management Cycle, Urban resilience and Climate Change
- Excellent financial management skills, with experience of project budgeting and controlling financial risks
- Comprehensive knowledge and experience of implementing education projecting, ideally built on mature understanding of relevant issues derived from field experience
- Strong program management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance
- Commitment to and good knowledge of working with networks coalitions and a partnership approach across the spectrum of Oxfam’s work including innovative approaches and capacity strengthening

- Proven experience with proposal development and with donor funding environment
