Oxfam is recruiting a Project Coordinator (m/f), to be based in Maputo, Mozambique.
Description
  • Shaping a stronger Oxfam for people living in poverty
  • Job Purpose: Develop, lead, implement and monitor the program in line with the OCS and thematic program strategy. To steer development, maintain and execute innovative Sexual and Reproductive Health Rights (SRHR) programs and strong partnerships on the same. Be the team leader and primary lead in managing all relations, deliverables, activities and communications in ensuring effective partner and project management across the entire project life cycle of the Sexual Health and Empowerment (SHE)
Duties
People Development and Management - 20%
  • Manage the program/project team to deliver on the OCS, providing leadership, inspiration and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures
  • Manage with support of HR, the life cycle of individuals within the team from pre-recruitment to exit, including performance management and/or capacity development processes, and working with HR on issues such as disciplinary matters
  • Performance manage staff, consultants and researchers as required, in accordance with Oxfam HR policy and procedures
Program management, development, implementation and monitoring - 60%
  • Lead with full responsibility the effective partnerships and project management across the entire project life cycle of the Sexual Health and Empowerment (SHE) –Ensuring that programme implementation is done to achieve greatest impact possible in a cost effective, consultative, participative and gender responsive way
  • Oversee development and implementation of the project monitoring, evaluation, assessment and learning systems
  • Act as central point of contact, and coordinating and managing all relations, activities and communications of the SHE Project and other SRHR programs of Oxfam
  • Act as the budget holder. Ensuring that all expenditure is in line with project budget/forecast, and that transactions and documentation comply with Oxfam policy, procedure, and minimum standards
  • Monitoring budget vs actual and partner finance and activity reporting monthly, sharing with relevant colleagues, and taking remedial action as necessary and in a timely way. On a periodic basis, review spending against system-wide and/o budget and recommend changes and corrections in project information, budget forecasts, etc.
  • Ensure that the project implementation is aligned with the country strategy and that the staff and the partner organizations are informed and translate into actions Oxfam’s modus operandi
  • Review and update the GAC Mozambique’s Project document to solidify the logical sequence
  • Provide technical backstopping at various levels on transforming social norms: Staff and partner organizations
  • Foster partnerships with key national state government departments that are key and relevant to the issues that the project is addressing
  • Ensure that the project’s MEAL framework is solid and implemented as delineated in the project document to facilitate implementation at the country level
  • Support the GAC Mozambique’s team (staff, Partner Organizations) to successfully achieve the project’s objectives
  • Ensure timely submission of reports as per the donor requirements as well as the internal Oxfam’s reporting
  • Liaise with other line managers within the country office to establish synergies to avoid duplication of activities and partners to maximize resource utilization and achievement of the project’s objectives
  • Collaborate with the Country Funding Coordinator and the Head of Programmes on fund raising initiatives (Concept and project proposals)
  • Accomplishes the program/project within budget, conform project plan and donor contract, in a cost effective and efficient way
  • Effectively manage allocated budgets and assigned projects
  • Pro-actively mitigates risks in the program/project in order to be compliant within donor guidelines
  • Organizes the staffing and financial resourcing of the program/project in both a quantitative and qualitative way
  • Develop new project (proposals) and in cooperation with Country Director, Head of Program and Funding Coordinator define donor approach in order to acquire and secure new funding
  • Coordinate reporting to external donors by supporting project staff to establish timelines to meet deadlines, divide tasks appropriately between finance and program functions, communicate effectively, comply with contractual requirements and ensure adequate time for country and head office sign-off
  • Ensure that all proposals and reports are accurate, complete, internally consistent, technically sound, meet donor requirements and are of a high standard
  • Ensure that all program/project related information and data are captured in SAP timely
  • Ensure that gender is mainstreamed, developed and protected in the program in cooperation with the gender officer
  • Working closely with the Comms officer, provide regular information, briefings and publicity on the program activities
  • Working closely with the Program Manager or Head of Programs, to ensure that an effective, transparent and robust MEAL system and process is in place to ensure that the program delivers on the OCS
  • Ensuring quality of MEAL framework, documentation and reporting to donors & head office. Ensuring implementation and monitoring of project cycle following the EA procedures and systems requirements (SAP)
Working with partners and stakeholders - 20%
  • Develop a comprehensive understanding of Oxfam’s partnership approach, including work with coalitions and networks, adopting a strategic, proactive perspective on how to achieve partner led approaches to achieve sustainable change
  • Develop and facilitate effective and useful links with civil society (including non-implementing partners), the private sector, academic/knowledge institutions and governments, initiating contacts and building associations that can be used to enhance Oxfam’s work, identifying key partners to collaborate with, to reinforce a successful the delivery of the program
  • Coordinate and mobilize technical & influencing support for the program partners, accompanying them and ensuring high quality of programming; liaise with Oxfam affiliates capacities & expertise as well as with Oxfam Knowledge hubs
  • Develop networks at local, national and global level to support the influencing ambition
Requisites
  • Academic degree in a relevant area for this position
  • Fluent in both English and Portuguese (verbal and written)
  • At least five years of experience in managing complex programs
  • Excellent financial management skills, with experience of project budgeting and controlling financial risks
  • Comprehensive knowledge and experience of implementing the respective programme, ideally built on mature understanding of relevant issues derived from field experience
  • Good understanding of Mozambique’s public policy processes including budgeting and citizen engagement desired
  • Strong program management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance
  • Proven experience with proposal development and with donor funding environment
  • Excellent personal communication skills
  • A high level of self-awareness, initiative, sound judgement, personal energy and flexibility
  • Clear support and respect to differences in terms of sexual orientation and gender equality and equity
  • Ability to build a people’s movement around the program theme and inspire followership
  • Able to handle stress, leading by example and, thus, produce results, meet deadlines and make others to meet their deadlines
  • Strategic and people management skills, supporting and mentoring the team in their professional and personal growth within an intercultural setting
  • Experienced in proposal and report writing
