Elizabeth Glaser Pediatric AIDS Foundation is recruiting a Project Manager for OpenMRS (PMO), to be based in Maputo.

Duties

The Project Manager will be responsible for overall planning, managing the implementation, and on-time completion of the medical records system Project for Mozambique, Gaza province, in coordination with the Ministry of Health.

Initially, the PM will be responsible for managing the implementation of the current retrospective entry OpenMRS medical record system (www.openmrs.org). In parallel, the PM will be managing the design and implementation to the upgraded point of care module for the OpenMRS system; Both projects include the successful implementation in at least 6 district health facilities, and managing the phased migration of the current EPTS (access based) to openMRS for up to twenty six (30) health facilities.

The PM will also be in charge of coordinating the development of a team of local staff to support the project, including IT personnel, health facility champions, user mentors, trainers, and data quality personnel.

  • Lead IT teams to define, plan, implement, support and manage the deployment of both retrospective and point of care EMR systems meet clinical workflow and program reporting needs
  • Coordinate cross functional team to implement, support, and manage point of care EMR
  • Lead team to perform and participate in the conducting of facility assessment for the EMR implementations
  • Conduct and maintain the EMR project plan and all related tasks
  • Coordinate and conduct technical working group meetings gaining buy-in on the design of the point of care EMR system
  • Coordinate task, time, scope, resources and budget management
  • Develop and coordinate the staff for educate and train clinicians and staff on EMR applications
  • Facilitate on-going training support
  • Collect necessary input from stakeholders and end users on scope requirements
  • Engage clinic managers to initiate clinical activities required to implement and sustain EMR systems
  • Consults and assists with process evaluations and workflow redesign efforts
  • Coordinates clinical content customization to be added or removed from the system
  • Establish and implement systems documentation processes and Manuals
  • Establish and maintain effective relationships with clinical professionals and other stakeholders across the enterprise
  • Ensures communication between the project teams, the physicians, leadership, and all of the affected departments during implementation
  • Ensure development and test all related documentation and manuals
  • Represent EGPAF in the OpenMRS Mozambique working group, participating in workshops and meetings, contributing ideas and lessons learned for the better good of the health information systems community in Mozambique
  • Collaborate with USG Partners to design and develop protocols and policies for national support of EMR implementation and maintenance
  • Collaborate with USG Partners to design point of care workflow, user interface, and technical architecture for nationally supported system
Requisites
  • Graduate position relevant degree for the proposed
  • 3+ years experience managing complex projects, with a preference for software project management
  • Project management skills
  • IT / Technical skills, including Systems Administration, some computer programming and database experience
  • Data management experience, such as, Reporting development, Data Quality initiatives, etc
  • Managing Conflict - Dealing effectively with others in an antagonistic situation using appropriate interpersonal styles and methods to reduce tension or conflict between two or more people
  • Leadership - Manage staff to assure they are meeting individual/group goals and lead project teams toward identified outcomes
  • Experience working with the Ministry of health in African/developing countries
  • Electronic medical records or other health information systems experience, with preference for open source software experience
  • Work in clinical or health related field
  • Project Management Professional certification (PMP) would be a plus
  • Java programming experience
  • Linux system administration experience
  • Virtual machine experience
  • Open source software experience
