Description
  • The U.S. Mission in Maputo/Mozambique is seeking eligible and qualified applicants for the position of Public Health Administrative Finance and Operations Manager
Duties
  • Incumbent is responsible for the President's Emergency Plan for AIDS Relief (PEPFAR) operations and finance support services and ensures high quality support and expertise that meets PEPFAR and program staff needs. S/he will be a key participant in the Country Operational Plan (COP) process ensuring the provision of relevant and timely financial data. S/he will be responsible for managing the overall PEPFAR program budget of over $400 million per year implemented by five USG Agencies (Department of Defense, Department of State, HHS/CDC, Peace Corps, and USAID)
  • S/he will be responsible for compiling, analyzing and reporting of all PEPFAR financial information, including budget forecasting, formulation, execution, and tracking of obligations and outlays for all PEPFAR-funded activities in Mozambique. S/he will also ensure that budget requirements determined by OGAC are met and will oversee re-programming exercises undertaken by the five USG agencies participating in PEP FAR. S/he will be responsible for transparent financial reporting required to the Government of Mozambique. As a member of the Coordination Office leadership team, s/he is expected to contribute to policy or management related decisions and actions
  • The PEPFAR Finance and Operations Manager also co-leads the Management and Operations Branch. Job holder is responsible for the daily management and operational needs of 13 staff, providing supervision, direction, coordination, and procedural guidance. The Job holder oversees office program operations, manages, and monitors the PEPFAR Coordination Office's (PCO) budget (over $3.3 million per Anum) and expenditures, and ensures adherence to the approved budget
