Oxfam is recruiting a Public Health Engineering Assistant (m/f), to be based in Macomia, Mozambique.
Description
  • Oxfam is a global movement of people working together to end the injustice of poverty. For our work in the Idai/Kenneth Humanitarian response we are looking for a Public Health Engineering (PHE) Assistant
  • Contract Duration: Until 31/03/2020
Duties
Needs Assessment
  • Participate in conducting WASH need assessments and technical assessment of WASH facilities and services to be rehabilitated and/or build in the targeted locations, through technical feasibility studies, household level questionnaires, focus group discussions, visits to WASH facilities and sites
  • On request and in collaboration with PHP team, conduct in-depth assessments to identify longer term activities
Program implementation
  • Follow-up/Supervision of the activities related to the construction of WASH infrastructures in public institutions and communities, such as:
  • Construction or rehabilitation of sanitation facilities (latrines, refuse pit and other solid waste management facilities, soak-away pit, bathing facilities and drainage)
  • Construction or rehabilitation of drinking water infrastructures (hand dug well, wells, boreholes, pipe network, reservoir, drinking water treatment device)
  • Technical training of community volunteers, members of WASH committees, governmental staff
  • Assist public health Engineer Officer in preparation of BOQs and drawings for all type of WASH Infrastructure
Monitoring, Evaluation, Accountability and Learning
  • Ensure that WASH infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by Oxfam through quality checklists
  • Ensure water supply is within required quality and quantity standards, manage water monitors and take remedial action where required
Integration, coordination and transversal aspects
  • Work with other team members of Oxfam (WASH e.g. PHP and non-WASH e.g. EFSVL & protection) working in the same communities, to ensure the integration and complementarity of the different sector of the intervention
  • Ensure the integration of aspect related to gender, protection, environment and other crosscutting issues to the implementation of WASH activities, and ensure that activities consider the needs of specific groups and individuals, especially children, elderly and disabled people
Requisites
  • We are looking for candidates who meet the following requirements:
  • A relevant qualification in water or civil engineering is desirable but substantial practical experience could be considered in its place
  • Fluency in Portuguese
  • Good reading and writing skills in Portuguese and English would be an added advantage
  • Technical competencies in water supply and emergency sanitation is desirable but experience in other similar technical areas and willingness to learn could be considered in its place
  • Experience of working with NGOs in emergency response is highly desirable
