Chemonics is recruiting a Records Management Advisor, to be based in Maputo, Mozambique.

Description
  • The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, Maternal & Child Health, and Nutrition as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
  • The Records Management Advisor will be responsible for the strengthening of the Project and CMAM logistics management systems and staff capacity to prepare for external commodities audits (USAID OIG, GF OIG, Other Partners audits and Tribunal Administrativo) by developing, implementing, and institutionalizing systematic measures and processes to maintain the relevant records available, improving business transparency and control
Duties
  • Provide technical assistance to the Project and CMAM toimplement and institutionalize systematic measures (such as reviews, checks and balances, methods and procedures) to:
  • Conduct its activities and business in an orderly by the most efficient manner
  • Safeguard its resources (CMAM and Central Warehouses) as well as Project Warehouses
  • Deter and detect errors, discrepancies, or other potential issues
  • Ensure accuracy and completeness of its relevant records and data
  • Produce reliable and timelycommodities management information
  • Ensure adherence to its policies and plans
  • Increase the Project and CMAM efficiency of donor reporting processes and meet donor requirements by strengthen data quality, availability and transparency and by having accountable the information created by the operations within organization that includes distribution orders, issue vouchers, proof of deliveries, purchase orders, and transactions in inventory in the central warehouses
  • Increase the Project and CMAM’s institutional capacity, to prepare and present reports and financial documents to insure for the various audiences including the internal and external audits
  • Develop and maintain a data and file repository (hard and soft copies) for CMAM internal management and auditors
  • Support the risk analysis by assessing periodically the inner strengths and weaknesses that the institution exhibits
  • Support the pricing system (IT, procurement and warehousing) to maintain the comparability within the central Warehouses and across the supply chain
  • Other duties as required by the Director of Information Systems and M&E
Requisites
  • Bachelor’s degree in Business Management, Audit, Pharmacy or related field
  • At least 7 years of auditing or M&E experience
  • Familiar with MOH medicines management procedures, at central, provincial and health facilities levels
  • Experience working on a USAID or donor-funded project preferred
  • Fluency in Portuguese and English is required
