Contact is recruiting for his client, Anadarko, the world's largest independent oil and natural gas exploration and production companies, with 2.86 billion barrels of oil equivalent (BBOE) of proved reserves at year-end 2014, a Resettlement Data Manager, to be based in Maputo.
Duties
- Reporting to the Resettlement Process Manager, will be responsible for the overall in country organization and management of the Resettlement GIS survey and mapping database and the development and management of the ISOMETRIX management software for all compensation, resettlement and livelihood restoration activities
- Liaise and work closely with the Resettlement Maputo and Afungi Field Management Teams
- Data Management: manage both the GIS and ISOMETRIX database systems for resettlement and ensure all data is adequately stored, backed up and data managed in the Anadarko data repository
- GIS: maintain continual review of, and provide strategic guidance and GIS/survey and mapping support for all resettlement implementation activities for the Project
- Develop as necessary and maintain all tools (e.g. Yuma’s and GPS units) for processing and reporting of field collected data
- Supervise and support the GIS field database coordinator and GIS field operators
- In collaboration with GIS field database coordinator collate, quality control, validate and manage a3.0ll survey and mapping data for resettlement activities; conduct spatial analyses and provide specific mapping support for resettlement implementation units
- Conduct field visits for verification of GIS survey and mapping effectiveness of resettlement and livelihood restoration activities and training of field data collection methods and make recommendations to management as required
- ISOMETRIX: development and management of data collection processes and the ISOMETRIX database modules for compensation (agricultural, fisheries and community), resettlement and livelihood restoration
- Supervises the ISOMETRIX field coordinator and field operators
- Develops and coordinates training of relevant resettlement managers and coordinators in the use of the ISOMETRIX system and conducts ongoing validation of the correct use of the system for resettlement activities
- Checks the consistency of information collected in census, asset and socio-economic surveys and ensures full integration into the ISOMETRIX database system
- Ensures that all ISOMETRIX data calculations, outputs and reports for compensation, resettlement and livelihood restoration are accurate and relevant for the specific task they are to be used for
- Ensures that all household entitlements and following commitments are adequately recorded in the system and ongoing tracking is monitored and reported
- Ensures any disputes or grievances with household entitlements are recorded and appropriate follow-up initiated with the Social Engagement Team
- Coordinates with other resettlement coordinators/managers to ensure that the data collected is comprehensive and can contribute to their areas of coordination
- Analyze and review survey, compensation, resettlement and livelihood restoration data and dashboards and organize and compile the relevant sections for inclusion in progress reports, budgets, compensation planning, replacement land allocation and other documentation, and by other teams, as required
- Produce regular reports/progress maps, plus ad hoc information to support Project activities
- Attend weekly and monthly Resettlement Implementation Progress and Coordination meetings
- Any other tasks as required by the Resettlement Process Manager
Requisites
- Bachelor’s degree in Information Technology, Computer Science or related field is required
- Minimum of 5 years’ experience in the field of GIS mapping, database management and data analyses
- Comprehensive understanding of geospatial data, GIS analysis, workflow and data maintenance
- Ability to use data and database software effectively and creatively to meet specific goals
- Acute awareness of the importance of data integrity and quality control
- Proven understanding of database design concepts, effective data storage and organization and the benefits and limitations of database systems
- Knowledge of business orientated software development and management
- Experience with ISOMETRIX and with other resettlement projects and African and oil & gas projects is preferred
- Highly organized, motivated and committed professional
- Effective communication skills – listening, verbal, written
- Fluent oral and written knowledge of English is required
- Knowledge of Portuguese or Swahili language is an advantage
