Description
- Review of the Education Sector Support FASE Funding Mechanism and Preparation of Draft New Memorandum of Understanding for Donor Common Fund to Education Sector 2020-2029
Duties
- The specific objective of the task is to capture and share the views and expectations of FASE stakeholders by assessing the contribution of the FASE mechanisms to the coordination of partners (with emphasis since 2016):
- Assess the role of the coordination mechanisms promoted by FASE for MINEDH in communicating with both FASE and non-FASE partners
- Analyze to what degree the monitoring and evaluation documents as well as information are used by both MINEDH and the partners to feed into the planning process, technical and policy dialogue, and strategic decision making
- Analyze the sector coordination structure, including the frequency and timing of key meetings, and the degree to which it guarantees an effective political and technical dialogue, reducing transaction costs for all parties
- Assess whether the FASE reports are produced and shared in a timely manner (according to the FASE MoU) and whether the information is complete
- Analyze the appropriateness of the human resources and the capacity of MINEDH, the development partners and civil society in terms of participating and contributing to the existing planning and monitoring instruments and processes
- Verify the level of compliance of all parties with the FASE MoU, especially in regard to its principles, and the roles and responsibilities defined within
- In consultation with all relevant stakeholders, provide a consolidated response to the FASE questionnaire (FASE Q&A) as prepared by Consultant 1
- Using the findings of Tasks 1 and 2 of the Review, identify areas for improvement for making the education sector coordination mechanisms more effective in terms of strengthening the political and technical dialogue between the Government of Mozambique (GoM) and the partners, reducing transaction costs for all involved, and improving coordination between the two
- Recommend revisions to the FASE mechanisms for incorporation into the new FASE MoU and Annexes for the ESP 2020-2029
Requisites
- Minimum of Masters (or equivalent) in Social or Human Sciences, with preference for a specialization in education
- Extensive experience in education systems in developing countries
- Experience in coordination mechanisms related to the above-mentioned funding modalities
- Proven experience in monitoring and evaluation and using quantitative and qualitative methodologies
- Very good knowledge of the education sector in Mozambique
- Strong teamwork and communication skills
- Strong analytical and writing skills
- Fluent in Portuguese and English (spoken and written)
