CICV is recruiting a Safety and Security Officer, to be based in Pemba, Mozambique.
Duties
- Functional Responsibilities:
- Produces security reports and analysis, organizes, and conducts security-related activities
- Acts as the main focal point for security matters, coordinating with the Head of Subdelegation (HoSD) and departments including Administration, Premises, Fleet, and Networking
- Regularly generates internal reports and supports security activities in Cabo Delgado, including advising on risk assessments and mitigation measures, and ensuring access to security information in line with Duty of Care obligations
- Coordinates with and informs the HoSD about daily movements in Cabo Delgado, in collaboration with the Operations Room and Fleet Manager
- Plays a key role in the management of staff safety and security for Pemba office, supporting the implementation of safety and security procedures
- Ensures alignment of movement protocols and security measures across Pemba and other areas of responsibility
- Documents and reports on security-related events
- Additional Responsibilities:
- Assesses the safety of locations used by the office, such as residences, hotels, and training sites, as well as those visited by ICRC teams
- Ensures all staff and visitors to Cabo Delgado sign and comply with security rules on a monthly basis
- Coordinates with HR to verify that personal emergency forms are completed for all staff and visitors
- Compiles and reviews security-related data and documents with discretion and accuracy
- Conducts quarterly safety and security drills, including fire, cyclone, and intrusion response exercises, as well as communication protocols
- Coordinates with the Learning and Development Unit for institutional safety and security training and acts as a training facilitator when needed
- Liaises with Premises and other relevant departments to ensure security equipment and measures are up to date and functional
- Facilitates communication between office management, the Operations Room, and field teams
- Analyzes the broader security and political context in Cabo Delgado, advising on risks to staff, operations, and reputation
- Prepares materials, including meeting agendas, speaking points, and background information on key contacts, when requested
Requisites
- University degree a strong asset. If no university degree, years of experience and specific security management/networking skills related to the position might be considered, or a police/military background
- Security and safety management background; minimum 2 to 4 years of proven experience in security and crisis management
- Knowledge of current dynamics regarding the conflict in Cabo Delgado
- Fluent in Portuguese, and local languages
- Good Command of English is an asset
- Computer literacy is a strong requirement (Word, Excel, Powerpoint, Outlook, Google maps or similar)
- Strong softskills and ability to deal with sensitive information
