Description
- CARE International in Mozambique is a humanitarian and development organization with offices in more than 70 countries and part of a large international federation, is seeking a dynamic and experienced professionals
- CARE is seeking a talented Safety and Security Officer (Cabo Delgado) (SSO(CD)) who is responsible for maintaining oversight of operational safety and security issues and implementing CARE safety protocols and procedures across CARE’s field and program locations inside the Cabo Delgado region of Mozambique. This position is based in Pemba, with a significant percentage of time spent visiting field locations and providing support to other members of CARE’s Emergency Response and program teams
- The SSO(CD) will be the first responder to security incidents in his/hers operational areas, notifying other staff members, the Team Leader (Cabo Delgado) (TL(CD)), the Safety and Security Manager (SSM), Regional Security Manager (RSM) and Country Director (CD) of security incidents and initiating local contingency plans
Duties
Planning and Preparation
- The SSO (CD) will be responsible for:
- Monitoring the security environment in operational areas, updating and detailing risk assessments as required
- Providing routine and incident reports either through regular reporting lines to the TL(CD), SSM and CD or directly to the RSM where required
- Support the development of a safety and security culture that is enhanced by sound procedures and practices
- Accompany staff on field missions on an as needed basis
- Liaise with key stakeholders to ensure that CARE staff can maintain access to program areas
Procedures and Protocols
- The SSO (CD) will manage the implementation of country office SOPs and provide the following services:
- Maintain high levels of oversight for physical security issues at offices and private residences
- Maintain local security information trees and disseminate security flash alerts and advisories to staff/partners as and when required
- Monitor SOPs, supporting the development of new procedures to match security challenges and operational realities as they present
- Attend local security network meetings
- Reporting non compliance of procedures or security breaches to the SSM/CD
- Prepare briefing materials in local languages
- Provide SITREPs to SSM
- Support applications for mission clearance from program staff
Act in a Crisis
- The SSO(CD) is required to be the first responder for any safety or security incident involving CARE staff or assets in their operational areas. Responsibilities include:
- Support the SSM with the preparation of situational analysis, briefing materials and contingency response advice
- Investigate and follow up on security incidents where CARE staff or assets are involved
- Be deployed on short notice to support operations in any CARE program area
- Prepare internal reports
Administration and Support
- The SSO(CD) will also responsible for the following:
- Briefing all new staff to operational area on local security conditions and protocols
- Provide weekly security update reports for the TL, CD and Mozambique programming team
- Develop and enable local level liaison in the responsible areas of operation
- Immediate incident reports to the SSM, CD and RSM
- The role of the SSO(CD) is not restricted to the above provisions and he/she may be asked to perform other duties as directed by the SSM and/or CD
Requisites
- Trade/Diploma level studies or equivalent
- Formal Safety and Security training
- INGO 5 years experience
- Desired: Degree in Policing, Security Management, International Studies or related fields
- Minimum 2 years experience working and living in East Africa
- Previous experience in conflict environments
- Liaison experience (Governmental or Private Sector)
- Desired: Proven experience in complex environments in similar position with a INGO or Development context is an advantage
- Work in a multi lingual environment or as a translator in an official capacity
- Competent and literate in English and Portuguese verbal and written, with a sound knowledge of technical expressions
- Ability to work effectively with others at all levels
- IT literate, MS – Word, Excel and PowerPoint
- Demonstrated ability to manage under stressful conditions
- Demonstrated knowledge of the historical and socio-political context of East Africa
- Interpersonal communication and proven written/presentation skills
- Understanding and appreciation of the local and western culture and security challenges
