CICV is recruiting a Safety and Security Officer (m/f), to be based in Pemba, Mozambique.
Duties
- Coordinates with and informs the Deputy Head of Sub-Delegation about daily ICRC movement in all areas of operation of Cabo Delgado, in coordination with the Operations Room and fleet manager
- Compiles security related data/information and its source/origin on a regular or ad hoc basis with the necessary discretion and accuracy. Report security-related events and changes that could have an impact on ICRC's activities
- Analyses security situation and advises management on the potential risks to the ICRC staff, operations, and reputation. Contributes to risk analysis exercises undertaken by the delegation and maintains a database and map of the security incidents, threats end trends
- Develops external networking with formal and informal security forums
- Has a key role in the security cell
- Interacts with all departments in the follow up of safety and security procedures and supporting DHoSD in the implementation and application of the Minimum-Security Requirements network (“MSR implementation Cell”)
- Supports the compilation of security related data/information on a regular or ad hoc basis with the necessary discretion and accuracy, handles the quality revision of the security documents
- Leads regular quarterly drills and exercises in relation to safety and security (fire, cyclone, intrusion & Communication tree drills)
- Monitors the effective implementation of security procedures and processes
- Provides security briefing and training as required
- Help raise staff awareness (on context specific) security and safety awareness sessions, if required
- Support management in the analyses the of the overall security and political situation in Cabo Delgado and advises on the potential risks to ICRC staff, operations and reputation
Requisites
- University degree a strong asset. If no university degree, years of experience and specific security management/networking skills related to the position might be considered, or a police/military background
- Security and safety management background; minimum 2 to 4 years of proven experience in security and crisis management
- Knowledge of current dynamics regarding the conflict in Cabo Delgado
- Fluent in Portuguese, English, Macua (other languages an asset)
- Computer literacy (Word/Excel/PowerPoint) and excellent communication skills
