IRD – International Relief & Development is recruiting a Senior Officer Monitoring & Evaluation to be based in Mozambique.
Duties
- Coordinates activities for a Feed the Future agricultural development project
- Leads, manages and supervises the M&E team and provides technical and management leadership to M&E planning and implementation for a USAID Feed the Future project
- Provides technical expertise and leadership to promote quality M&E planning and implementation based on Feed the Future requirements
- Leads the effort in building on and developing more systematic monitoring and evaluation practices to ensure quality of management and operation of IRD programs
- Designs M&E trainings for field staff in areas such as logic models, baseline surveys, monitoring and evaluation plans, and other areas
- Monitors technical trends and issues and recommends project responses as needed
- Supervises M&E planning, evaluation and operations research, assessments and evaluations, and data analysis
- Other duties as assigned
Requisites
- Bachelor’s degree in Social Science or its equivalent
- 10+ years’ experience in Monitoring and Evaluation with USAID or other USG international development programs
- Experience in Southern Africa, international development programs
- Training in Feed the Future M&E requirements and experience in Feed the Future projects
- Demonstrated working knowledge of design performance monitoring plans, performance indicators, causal linkages, target settings, etc
- Excellent qualitative and quantitative analysis skills
- Fluency in English and Portuguese
- Master’s degree in Social Sciences or its equivalent
- Knowledge of Feed the Future M&E requirements and rules and regulations, and experience working with USAID or other USG rules and regulations
- Capacity building and/or experience conducting M&E trainings
- Technical agricultural experience preferred
- Extensive (5 + years) experience in Southern Africa, in international development programs
- Extensive (5 + years) experience in programs that promote nutrition in Mozambique
- Excellent writing skills
- Ability to work well under pressure and successfully handle multiple tasks at once
- Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
- Ability to operate at advanced levels of authority and control significant activities, budgets and resources to produce and take responsibility for results
- Excellent analytical and problem-solving skills
- Excellent verbal and written communication skills
- Available for travel (up to 25%)
