The United Nations World Food Programme (WFP) in Mozambique wishes to recruit qualified and experienced Mozambican nationals for the role of Senior Programme Assistant - M&E, to be based in Maputo.
Duties
Under the direct supervision of the VAM/M&E international officer and the overall supervision of the Deputy Country Director, the Senior Programme Assistant will be responsible for the Monitoring and Evaluation (M&E) systems of the WFP operations in Mozambique, information analysis and reporting. He/she will also undertake field missions for regular monitoring and technical support when deemed necessary. Specifically he/she will be responsible for the following duties:
- Ensure efficient utilization of tools and perform analysis of the M&E indicators to inform on the progress and achievement of results
- Contribute to develop standardized tools and methods, aligned to the new Strategic Results Framework (2014-2017) indicators based on corporate guidelines
- Strengthen the M&E systems and support implementation of corporate monitoring standards and requirements for WFP operations
- Prepare regular process and output monitoring reports, including consolidation of operational data from the field on food distribution planning and reporting
- Analyse output data and perform data reconciliation with delivery/dispatch information; produce Monthly Output Report
- Analyse data and use reporting tool (Dacota) to generate a Standardized Programme/ Project Report (SPR) which is produced annually to WFP donors
- Act as Focal point in all issues related to the M&E data submitted by the Sub-Offices
- Contribute to the implementation of the M&E system of the MDG1C Programme and reporting on outcome and output level indicators
- Contribute to the implementation of the M&E system of the FSN Programme in Gaza and reporting on outcome and output level indicators
- Improve data management, ensure regular maintenance and harmonization of databases with other information systems (e.g. school feeding)
- Prepare detailed M&E data flow chart from data source to the central repository (SOs/CO)
- Liaise regularly with officers/assistants of other systems in place in the CO (VAM, COMPAS, WINGS) and ensure data and reports consistency
- Roll out COMET - the new corporate monitoring and evaluation tool - and ensure its efficient functioning and utilization
- Act as Focal point in all issues related to COMET
- Undertake backstopping field missions to sub-offices and participate in monitoring visits to ensure that tools are used adequately, to assess their usefulness and quality and improve them as needed
- Provide technical assistance, guidance and capacity building of field monitors/enumerators on M&E tools, data collection, analysis and reporting
- Strengthen the technical capacity of the WFP field staff on M&E
- Provide technical support to selected partners on M&E tools and reports
- Maintain and provide updates of the compendium of monitoring indicators
- Provide technical support to the evaluations of operations and annual evaluation reports
Requisites
Education
- University degree in Agriculture, Sociology, Geography, Nutrition, Agricultural Economics, Food security, Environment, Public Health, Community Development
Experience
- At least 3 years of professional experience in one of the related fields. Survey tools and techniques, Extension work and Emergency preparedness and Response with NGOs, international organizations or bilateral development agencies
- Community mobilization experience would be an added advantage
- Full knowledge of computer applications (MS Office – Word, Excel, Power Point) and some knowledge of database packages. Experience in handling of web-based management systems
- Excellent communications skills, including good drafting ability in both English and Portuguese
Desirable skills
- Knowledge of statistical analysis software, such as SPSS and Excel
- Familiarity with quantitative survey techniques and analysis
- Experience on M&E systems, data analysis, preferably relevant to specific area of food security
- Demonstrated capacity/hands-on experience in capacity building of field staff is desirable
- Good communication skills and a clear understanding of the subject matter
- Ability to develop and maintain effective work relationships with counterparts and staff within the office, donors, local authorities, NGOs and other UN agencies
Language
- Excellent command of English and Portuguese is required
