WaterAid is a British INGO dedicated exclusively to the provision of safe domestic water, sanitation and hygiene education to the world’s poorest people.
WaterAid in Mozambique intends to hire a Senior Programme Manager - Rural (SPMR). The jobholder will be part of the Senior Management Team (SMT), which includes the Country Representative (CR), Senior Programme Manager - Urban (SPMU), Financial Manager (FM), Advocacy and Learning Manager and the Admin and HR Manager.
Duties
- Develop and implement the rural WATSAN research programme for WaterAid Mozambique by analyzing existing (inter)national rural WATSAN solutions and providing recommendations for suitable pilot delivery models to be tested and evaluated
- To analyze WaterAid’s work, researches and studies, and identify key blockages within the Mozambique context and formulate development approaches, by incorporating WaterAid global rural WASH framework principles
- Ensure preparation of annual work plans and budgets for the Rural Programme and assist in the development of annual budgets for WaterAid programme in Mozambique
- Coordinate the production of specific proposals for donors for fundraising purposes in-country and as and when required by the Country Representative
- Coordinate the implementation of annual plans for the rural programme, ensuring they contribute significantly towards the fulfilment of the set programme objectives
- Lead in the process of assessing all rural partner proposals including preparation of annual work plans and budgets for the rural programme and determine to the extent to which these contribute to achieve the objectives of the Country Strategy
- Actively participate in rural sector discussions / debates and strengthen WaterAid’s reputation and credibility in the rural WATSAN sector
- Provide sound technical and institutional advice to WaterAid and partners in relation to effective delivery of water, sanitation and hygiene services to the poor and vulnerable groups in target communities
- Manage in accordance with relevant WaterAid policies, the rural programme work, which will include all aspects of staff, project and financial planning and management
- Manage the recruitment, induction and appraisal of all Rural Programme Staff Provide effective leadership to the rural programme team towards achieving team targets in line with CS
- Prepare and regularly review guidelines to ensure effective programme delivery, and accurate and timely reporting that is backed by the country programme’s monitoring and evaluations systems
- Coordinate the preparation of annual and quarterly operational plans and budgets, summarized into Multi year plans and Budgets (MPB)
Requisites
- University degree or professional qualification in relevant subject (e.g. health, anthropology, engineering, social sciences, development studies)
- At least five years of strategic programme planning, implementation and management
- Experience in water supply, sanitation and hygiene promotion development programmes, including low-cost water and sanitation technologies
- Experience in planning and implementing effective monitoring and evaluations systems
- Experience in programme and finance management
- Experience in the line-management of senior staff
- Sound knowledge of management of finances
- Excellent strategic planning skills
- Excellent programme design and budgeting skills
- Excellent facilitation and training and report writing skillsskills
- Excellent people management skills
- Computer-literate (word processor and spreadsheet)
- Drivers licence
- Excellent written and verbal Portuguese

- Ability to work independently in the initiation of new approaches and development of existing ones
