Under the overall supervision of the FAO Representative, the technical guidance of the Lead Technical Unit (LTU) Plant Production Division and the Technical Advisors of FAO, and in close collaboration with Technical Secretariat for Food Security and Nutrition, the relevant National Directorates of the Ministry of Agriculture and Provincial Directorates of Agriculture of Sofala, Manica, Tete, Zambézia and Nampula, the incumbent will coordinate the implementation of the project Support to Accelerate Progress towards Millennium Development Goal 1C in Mozambique.
Duties
- Coordinate with other agencies, provinces and district counterparts the implementation of the Inception Phase activities of the project and prepare the report after the first six months of the project to be presented to the National Steering Committee
- Oversee preparation of all other required reports related to the project in accordance with the agreed rules and regulations in a timely manner
- Facilitate coordination between the three Agencies (FAO, WFP and IFAD) with the implementation of the programme to harmonise the monitoring and evaluation system and facilitate a productive working relationship between the Project Team and the other UN agencies, stakeholders, Government Departments, NGOs and private sector organisations
- Stimulate that the planning, implementation and follow-up of all project activities are directed towards the achievement of project outcome and outputs and that the project activities are included in the district plans
- Visit regularly the project area, guide and co-ordinate the planning and monitoring of activities and lead Government, donor and other stockholders field visits
- Ensure that the FAO-managed components provide timely and adequate information to the overall Program Monitoring and Evaluation System for the Project
- Participate in Technical Secretariat for Food Security and Nutrition Monitoring and Evaluation working group meetings and ensure that the feedback from meetings are integrated in the project activities
- Participate in the National Project Task Force (PTF) to discuss project progress and technical and implementation issues
- and in the National Steering Committee and a tripartite review meeting (SETSAN, FAO, EUDEL) for approving the project
- strategy, work-plan, budget and yearly implementation schedule
- Supervise and monitor the overall management of the project, including human resources, budget, finance and logistics
- Ensure that a Results Oriented Monitoring (ROM) via independent consultants is carried out and finalized at least six months before the end of operational implementation phase
- Perform other duties as required
Requisites
- Advanced university degree in Economics, Agricultural Sciences or a field related to food security
- Ten years of experience in implementation of projects, including planning, administration and monitoring and evaluation in one or more of the following areas of food security and nutrition, rural development, participatory programme approaches, community development
- Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese or Russian
Selection Criteria
- Extent of knowledge of the local socio-economic conditions and institutions and of development-related policies and
- procedures of the country of assignment
- Extent and relevance of experience in implementing nutrition and food security programmes, and in providing policy advice on nutrition
- Extent of knowledge in the design and implementation of methodologies for designing, monitoring and evaluating food
- security and nutrition policies and programmes
- Excellent communication skills both orally and in writing
- Knowledge of FAO’s procedures and regulations would be an important asset
- Working experience in Mozambique would also be an asset
