GIZ is recruiting for the Programmes EnDev and Green People´s Energy a Senior Technical Advisor (m/f) for a rural electrification component with a special focus on PAYGO business models, to be based in Maputo, Mozambique.
Duties
- The technical advisor for PAYGO is responsible for:
- Providing technical support in the coordination of the activities of the rural electrification component with a special focus on PAYGO business models implemented by the programmes Energising Development (EnDev) and Grüne Bürgerenergie (GBE) in close cooperation with the director of the programmes
- Providing professional advice to partners and cooperating with important stakeholders
- Innovation and knowledge management and communication of innovations to a broad target group
- Integrating results and experience into teamwork and the work of all relevant groups
Professional advisory services
- Plans and supports implementation of RE measures and especially for productive use of energy (PUE) and social infrastructure (SI) actions
- Assesses information and provides support on requirements for successful implementation of PAYGO approaches in rural electrification projects
- Advises partner institution(s) on clarification(s), identifying needs, developing concepts and strategies on PAYGO models, including technical input
- Supports with supervising the electrification of Social Infrastructure and PUE facilities (e.g. dimensioning of the solar systems)
- Develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives for the support of companies with PAYGO approaches
- Is responsible for seeing that the services provided by the EnDev and GBE programmes in terms of PAYGO approaches are aligned with the partner’s needs
- Gives technical assistance to the Monitoring Team in the designing of studies about PAYGO approaches and their impacts
Networking and cooperation
- Ensures cooperation, regular contact and dialogue with partners; carries out PR work and cooperates with local communities, relevant organizations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
- Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programmes
- Disseminates information to a variety of stakeholders, facilitates partnerships and connections along the value chain, consumer outreach and marketing, etc.
- Travels (abroad) in the region, in accordance with project requirements
Knowledge management and Capacity development
- Compiles information on the rural electrification, especially solar sector in Mozambique and internationally and ensures knowledge transfer
- Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
- Draws up reports and presentation documents
- Develops and defines capacity building and dissemination interventions for RE
- Other duties/additional tasks: Performs other duties and tasks at the request of management
Requisites
- Qualifications required, skills and experience:
- Bachelor's degree or equivalent in the field of engineering and/or renewable energy management, or related fields
- Relevant professional experience in renewable energy, marketing or related
- Relevant experience in productive uses of energy and rural electrification via PAYGO business models
- Experience in market and business development, programme development, knowledge development, proposal writing, international donors- private investor relations management
- Experience in project management: planning, monitoring, evaluation, reporting and financial management
- Experience in capacity building, facilitation of multi-stakeholder processes
- Experience of working in sub-Saharan Africa, understanding of energy/development linkages
- Be a self-motivated self-starter with excellent intercultural leadership, teamwork, leadership, communication, organizational skills and working in partnerships
- Excellent interpersonal and communication skills and fluent in writing and speaking Portuguese and English, German could be an advantage
