Heading is recruiting for its client, an oil and gas company, a Site Services Superintendent, to be based in Cabo Delgado, Mozambique.
Duties
- Site Personnel on Board is expected to peak at 15,000
- The Emergency Response Coordinator Lead primary responsibilities include the development, delivery, maintenance, assurance and improvement of all site Emergency
- Response activities in close coordination with Maputo offices
- The Emergency Response Coordinator Lead manages a team of up to 10 personnel (1 to 2 direct)
- Activities:
- Inspire safety commitment in Client and EPC Contractor teams via deep knowledge of HSE and leadership by example
- Ensure compliance with all relevant HSE requirements across works to promote a healthy and safe work environment
- Support the site Director in the overall Afungi site management and be a member of the site Emergency Management Team
- Develop a team spirit, foster teamwork, and build trust within the team. Encourage suitable personal and professional development.
- Provide positive Emergency Response (ER) leadership and promote the adoption of Emergency Response best practice ensuring compliance
with company Policy and Mozambique Emergency Response, health and safety legislation
- Act as the Emergency Response Coordinator during emergency response incidents, exercises and drills
- Formulation, development and implementation of company Emergency Response systems and associated documentation
- Review Contractors documentation against company standards and provide required interface
- Provide ongoing monitoring of the effectiveness of ER plans, procedures and standards and identify opportunities for improvement
- Maintain induction and training material to provide staff with details of their roles and responsibilities for emergency preparedness
- Maintain records of ER related trainings and competency of personnel likely to be tasked with ER duties
- Collate and organize information that may be required during an emergency to ensure its availability if required during an exercise or actual
incident
- Maintain and distribute ER duty rota to relevant personnel
- Ensure post incident reviews are carried out to ensure identification of opportunities for continual improve to systems, process and practices
are taken
- Facilitate and participate in ER audits, inspections and investigations
- Develop and deliver training and exercises for the emergency response teams
- Support the Crisis Management / ER Manager in sustaining and improving business continuity/incident management plans
- Ensure operational readiness of all site emergency response equipment
- Provide site management with on-site assurance against all contractor ER activities
- Develop activity plans and progress monitoring for activities related to ER maintenance and assurance
- Promptly notify the TEPMA1 CEM Manager in Maputo of emergency response incidents in line with company procedures, where appropriate be involved in incident investigations
- Continually evaluate the ER strategy (firefighting, oil spill, …) to reflect changes in facilities and capability
Requisites
- Advisable to be ICS 300 trained. Experience in Emergency Response development
- Ability to manage contractor’s compliance with applicable requirements
- Ability to work in fast paced environments with autonomy and ability to communicate to and engage with stakeholders
- Strong HSE culture and safety leadership, effective communication and leadership skills with the ability to influence critical decisions
- Strong English written and verbal communication skills required. Portuguese or French is advantageous
