Heading is recruiting or its client, an oil and gas company, a Soc-Economic Program Planning, to be based in Cabo Delgado, Mozambique.
Duties
- The Planner will be responsible for the PMO (Project Management Office) of Annual Socio and Economic Programs Plan
- Manage the Institutional memory of the Socio and Economic Programs Plan
Main Responsibilities
- Contribute to capturing bottlenecks, improvement, opportunities, and lessons learned related to Socio-Economic Development Programs chapter on the SED (Social Economic Development) Strategy
- Elaborating, with the involvement of key internal and external stakeholders, the Annual Socio-Economic/Livelihood Programs Plan includes risk assessment for each program.
- Deploy the annual Socio-Economic Programs plan into a 52-week plan (including program risk management action), provide training to the executors, control its implementation, report, and correct deviations
- Ensure the programs are managed according to the company guidelines
- Measure and Control the Socio-Economic Programs through KPI (Key Performance Indicators) (ex: % people covered, % activities planned vs executed, project outputs and outputs alignment with company guidelines)
- Participate in the drafting of the livelihood programs SoW (Scope of work) within cross-cutting functions ensuring alignment with company strategy and guidelines
- Planning and controlling the grievance related to livelihood programs, ensuring the correct treatment of critical issues
- Manage community requests and track commitment implementation – related to livelihood programs
- Implement process standardization and monitoring over all the functions within the socioeconomic programs plan
- Identify gaps in implementation activities and programs across sectors and provide synergetic solutions
- Develop, with other teams, the scope of work for consulting, and technical services related to monitoring and evaluation of socio-economic programs
- Manage contracts within her/his scope of work as per the company guidelines
- Review IP (Implementing Partners) reports and provide guidance to achieve the objectives established in the SOW (Scope of Work)
- Keep the institutional memory stored and updated
Accountabilities
- The main purpose of the Engagement Information Officer is to:
- Manage the Annual socioeconomic programs plan
- Manage the contracts related to the socioeconomic programs plan
- To promote learning and continuous improvement in the socioeconomic programs process
Requisites
- Master’s degree in economics, agriculture, rural development, and relatives
- 8 years of experience in managing socio-economic/ community development programs, with a minimum of 5 years in the extractive industry
- Full engagement with Grievance Management System and Framework based on IFC (International Finance Corporation) Performance Standards
- Full engagement with Social License to Operate and Shared Value Concepts in the Extractive Industry
- Ability to engage, coordinate and lead cross-cutting teams
- Ability to use data and database software effectively and creatively to meet specific goals
- PMO skill is required
- Working without a constant supervision
- Acquire basic HSE awareness by knowing the One-MAESTRO framework, the TEPMA1 HSE & biodiversity policies, and the 12 Golden Rules
- Comply with mandatory HSE training (HSE Induction and the e-learnings One MAESTRO for All, Safety Culture & Golden Rules)
- Prepare and present safety moments whenever required (at the beginning of meetings)
- Use of the Stop Card whenever required to prevent any accident or incident
- Carry out safety visits in the place of work
- Contribute Specific action during JMS Word Safety Day
- Propose an HSE improvement action for the entity
- Identify and report all anomalies in the workplace and make proposals for correction
