Description
  • PSI seeks a Social Behavior Change (SBC) Specialist for HIV to lead an anticipated 2 years’ HIV project under EpiC. With funding from USAID through the EpiC Project, PSI Mozambique has been implementing an ambitious program to shift the national conversation around HIV and HIV treatment. At its center is a successful, multi-level communications campaign called “Somos Iguais”, which uses messaging to promote acceptance of people living with HIV as equals and normalizes treatment as part of daily life. Extending from this campaign are tools and activities designed to be used in clinics and communities to improve communication between people living with HIV, their healthcare providers, and the broader community. Importantly, this project develops tools used by other implementing partners, so the SBC Specialist for HIV must be an effective influencer, as well as implementer
Duties
  • Provide strategic direction and leadership to design, plan, and implement project activities, including monitoring design, adaptive learning and contribution to evaluation design, planning, and formative research of SBC activities
  • Position PSI and EpiC as a valuable partner within the country HIV response, including supporting in problem-identification and problem solving
  • Manage and lead the development of the project strategy and implementation to address the project deliverables, in collaboration with other team leaders
  • Manage and guide the team, internal and external partners to ensure efficient, quality and timely implementation of all the project deliverables, within social and behavior change communication, community outreach, and social media
  • Design and manage comprehensive SRHR and HIV behavior change initiatives that are based on identification of influential behavioral determinants for priority audiences, and engaging beneficiaries in intervention design and development
  • Ensure the timeliness, cost and quality of all activities related to social and behavior change communication. From workplan, budget development and control and reporting for the project activities
  • Establish solid and durable Government and Donors’ relations, by ensuring regular coordination with the key stakeholders and requesting their buy-in when project implementation milestones are achieved. The SBC Specialist for HIV will meet regularly with donors and government officials to make sure that EpiC work is valued and recognized
  • Oversee programmatic and technical aspects related to comprehensive, multi-layered SBC activities, ensuring SBC efforts are evidence-based, community-driven and in line with provisions of the award in terms of quality and timeliness. Work with the Evidence team to develop indicators and mechanisms for tracking SBC activities and accomplishments
Requisites
  • Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent combination of education and work experience
  • At least 7 years of related work experience in public health, preferably HIV or related field, including 5 years of people management experience
  • At least 5 years of demonstrated experience in designing and managing comprehensive behavior change initiatives
  • At least 5 years of demonstrated experience managing complex projects, preferably with funding from USAID and/or PEPFAR
  • Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels
  • Ability to monitor and assess performance of self, other individuals, and / or organizations to make improvements or take corrective action
  • Excellent writing and editing skills. Experience writing high quality reports, PowerPoint presentations and other products for external stakeholders
  • Demonstrated strategic thinking and planning skills, with emphasis on the ability to operationalize and oversee the execution of SBC and corporate communications activities
  • Strong leadership skills, with a demonstrated ability to collaborate and work across teams and roles. Ability to persuade and motivate people and teams
  • Strong written and oral communication skills in English and Portuguese are required
