The U.S. Embassy in Maputo is seeking one individual for the position of Strategic Information Program Officer (SIPO) For Prevention at the Centers for Diseases Control and Prevention (CDC) – Global AIDS Program (GAP) Mozambique.
Duties
- The Strategic Information Program Officer Prevention will serve as a member of the Strategic Information (SI) Team within the CDC/Mozambique Global AIDS Program office
- The incumbent will report to, and be mentored by, the Sr. Monitoring and Evaluation (M & E) Advisor and the Strategic Information Team Lead
- The incumbent shapes SI policies and objectives, and the incumbent will assist the Sr. M & E Advisor in building overall capacity of CDC partners, including the Ministry of Health (Ministério de Saúde, MISAU), by providing technical assistance to these partners in the monitoring and evaluation of HIV/AIDS programs
- The main duties of the position are to plan, initiate, conduct, evaluate, and coordinate complex HIV/AIDS SI, and as necessary, applied evaluation research, to monitor program implementation, document results, and translate data into meaningful policy and program improvement
- The incumbent plays a key consultative role for employees, contractors, consultants and partners involved in HIV/AIDS program SI
- The incumbent will also be a key contributor to the strengthening of information systems within CDC partners and MISAU
- Although the incumbent will liaise across program areas, this position will concentrate efforts on the strategic information related activities in the focal areas of quality of services and linkages between different service delivery areas clinical care and treatment (including laboratory) aspects of the PEPFAR Mozambique program
Requisites
- Bachelor’s level degree in health sciences, computer sciences, mathematics/statistics or related discipline required
- At least two years experience in designing and implementing SI systems, epidemiology/surveillance and/or health management information systems required
- English language (fluency –reading /writing /speaking) at level 4 required
- Portuguese language (good working knowledge reading/speaking) at level 3 is required
- Strong knowledge of theoretical and practical concepts of monitoring and evaluation
- Broad perspective and thorough knowledge of the principles of public health programs and practice including knowledge of organizational and operational concepts and practices applied by public, private, or non-profit agencies and organizations engaged in health related endeavours
- Ability to readily analyze, understand and discuss new SI program design, management, and implementation approaches
- Strong degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze and identify priority actions, and to generate and complete work plans within short time frames
- Demonstrated ability to identify priority actions, generate and complete work plans within short time frames
- Ability to establish effective diplomatic working relationships with individuals and official representatives of public health organizations, particularly those representing MOH and other international organizations
- Must have demonstrated skills in qualitative and/or quantitative analysis methods which may include biostatistics, qualitative research design or analysis, geographic information systems, etc
- Strong computer literacy and aptitude to rapidly acquire and apply additional skills. Strong skills in Excel required
- Skills necessary to write clear and concise documents, reports, program and policy guidelines, directives, articles for peer review
- Skill and ability to orally present programmatic matters clearly to an audience
- Strong interpersonal communication and negotiation skills
- Skill in at least one of the more common epidemiologic data analysis software programs (EPIINFO, STATA, SAS, or SPSS) is highly desirable
