Description
- The programme “Cooperation for the Enhancement of Southern African Development Community (SADC) Regional Economic Integration” (CESARE) supports SADC in economic development as well as good governance. Its main cooperation partner is the SADC Secretariat in Gaborone, Botswana. The programme is further implemented in cooperation with national governments of the SADC Member States as well as with associations and companies of the private sector and civil society
- One of the four measures of CESARE is composed by the Joint Action “Support towards Industrialization and the Productive Sectors (SIPS) in the SADC region”. This Private Sector Development component is co-financed by the EU and the German Government. GIZ is responsible for the implementation of two result areas of SIPS: 1) to enhance the private sector participation in the regional Anti-Retroviral (ARV) Value Chain as well as the regional Covid-19-relevant Medical and Pharmaceutical Products (CMPP) Value Chains and 2) to enhance private sector participation in the regional Leather Value Chain. - You work as a technical advisor in the CMPP team (composed of 3-4 colleagues) within SIPS and report to the CMPP Team leader and the SIPS Project Executive Manager. The overall goal of your work is to increase value creation within the CMPP Value Chain in the SADC region and to increase participation of the local private sector in the Value Chain (VC)
- You support the CMPP team leader in the planning and discussions of the activities and support him/her in monitoring and reporting of outputs. You support the CMPP team leader in identifying, connecting of external Covid-19/ CMPP VC stakeholders and identify/combine (joint) activities as well as opportunities and needs in Covid relieve in agreement with above-mentioned goal
- SADC has engaged a separate contractor to implement the political branch of the SIPS program. The post is currently financed and advertised for 12 months but can be extended until 28.02.2023 in case expected additional project funds for 2021 become available. The position requires regular business travel within the SADC region by the successful incumbent (if the pandemic situation allows)
Duties
- Support the planning and implementation of the CMPP activities of the program
- Ensure up-to-date measures/strategies with regards to the Covid-19-pandemic. Support the identification of opportunities and needs of the region, e.g. regarding manufacturing, regulation and trade of CMPP such as FFP2 masks, disinfectants, Covid-19 test kits, ventilators, etc. as well as possibly Covid vaccine related activities, such as manufacturing, distribution logistics etc.
- Support close coordination with beneficiaries and the private sector in preparing, monitoring and updating the strategy and activities of the measure
- Cooperate intensively with the regional private sector implementing innovative projects, such as manufacturing of FFP2 masks, disinfectants, Covid-19 test kits, ventilators, etc., supported by SIPS
- Ensure closure of grant agreements for these projects
- Identify needs, coordinate and provide technical assistance to private sector to overcome arising difficulties in producing, registering and trading these CMPP
- Ensure monitoring of projects, correct usage of grants, resulting benefits for local communities, and regional trade of manufactured CMPPs
- Support the planning and managing of the CMPP result area
- Support the preparation of high-quality reporting towards the different stakeholders (SADC, EU, BMZ) and in additional administrative processes
- Support the planning and monitoring of an efficient use of project finances
Requisites
- Master’s degree or equivalent in Engineering, Biomedical sciences, Chemistry, Chemical Engineering, Public Health, Public Policy, Public Administration or equivalent
- Work experience in Medical Device, Chemical or Pharma/Biotech/Biomedical industry or comparable or work experience in industry-related, chemical and/or biomedical research institutions are a strong asset
- In-depth knowledge of medical manufacturing, related logistics, (procurement) supply chains and trade is a strong asset
- In-depth knowledge of medical devices & drug regulation processes, market access, commercialization processes and public policy experiences, etc. is a strong asset
- Familiarity with institutions, organization, actors, processes and mechanisms in the health sector including (inter-)national and regional (stringent) regulatory authorities (e.g. FDA and EMA, WHO prequalification) is a strong asset
- Working experience with GIZ and/or other development organizations especially in private sector development and/or health is an asset
- Profound knowledge of English required. Advanced skills in another SADC language (French, Portuguese) or German is an asset
- Ability to work in a dynamic team, intercultural and social competence, strong communication skills, flexibility and patience
- Very good knowledge of ICT technologies and computer applications (e.g. Microsoft Office, MS Teams, Project Planning Tools)
