PSI is recruiting a Technical Advisor for HIV Self Testing (m/f), to be based in Maputo, Mozambique.
Duties
- Reporting to the Technical Director, the TECHNICAL ADVISOR has the responsibility to coordinate the relationship between PSI Mozambique and Ministry of Health, ensuring the effective and efficient day to day coordination and collaboration with MISAU, STAR Initiative, donors and partners, to identify the best approach to scale up HIV Self-Test distribution, referrals and linkages to care and treatment. Specific responsibilities include but are not limited to:
Provide Technical Advisory to PSI Mozambique
- To explore, inform and recommend MoH - STI and HIV/AIDS National Control Program on regulation and registration of HIVST products
- To provide support for policy, strategy, operational plan and priorities of the MoH to speed adoption and integration of HIVST within existing systems
- In coordination with MoH - STI and HIV/AIDS National Control Program identify approaches to test and find the most effective implementation model to generate evidence of what works to scale up HIV Self-Test distribution, referrals and linkages to care and treatment
Reporting
- Coordinate the preparation of monthly, quarterly and annual HIVST STAR services reports in line with MoH reporting requirements
- Focus on usability and acceptability of the HIVST STAR services by the MoH
- Participate in relevant meetings within the Ministry of Health to ensure that the HIVST STAR services are in line with the national guidelines and recommendations
- Collaborate with Evidence team representing PSI Mozambique to showcase the HIVST STAR services best practices or lesson learned
Data Quality
- In coordination with MoH, ensures timely delivery of feedback to the MoH and implementers
- In coordination with MoH, monitor the implementation of recommended actions
Requisites
- Master’s degree in Public Health, General Practitioner or any other relevant field
- At least 8 years of working experience in the Public Health System, preferably managing health programs
- Demonstrated experience in reporting tools, data analysis, donor reporting, and facilitation of use of data for decision-making
- Relevant experience in working with HTC area is an added advantage
- Knowledge of the MoH national guidelines for HTC
- Experience in project and team management
- Experience in results-based management, monitoring and evaluation
- Excellent writing skills, with analytical capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports
- Excellent knowledge of donor and Government approaches and regulations
- Familiarity with international health, development issues and the international donor community
- Excellent writing, presentation and interpersonal communication skills
- Outstanding Portuguese & English language skills, both spoken and written
- Ability to work both independently and in a team
