PSI is recruiting a Technical Advisor – HIV & Adolescents’ Health, to be based in Maputo, Mozambique.
Description
  • PSI seeks a Technical Advisor to support the optimization of HIV prevention strategies within Mozambique. The ideal candidate will have a strong background in public health, HIV, and capacity building, with experience in service delivery models that enhance access to HIV prevention, testing, and treatment. The role involves engaging with key stakeholders, supporting training efforts, and contributing to strategies that improve the efficiency and reach of HIV services. This position is contingent upon funding approval
  • The incumbent will work in close collaboration with the global HIV department and relevant departments at PSI Mozambique, to advise technical implementation throughout the project. More specifically, he/she will:
Duties
  • Contribute to the development and implementation of the technical activities and strategy by leading and introducing innovative technical approaches
  • Work with the Country Representative and the Global HIV Director to facilitate senior-level technical dialogue with the national and sub-national governments, donors, and partners to align activities and transparency of implementation and testing strategies
  • Support advocacy efforts at national and sub-national levels to shift policy and contribute to national guidelines and regulation related to HIV testing
  • Provide technical guidance and/or training to build capacity of project staff and partners. Build strategic relationships with relevant external stakeholders through technical assistance and capacity building to effectively deliver desired project results
  • Report regularly on program activities, including documenting key learnings and guidelines. Prepare and submit timely project technical reports for management and donors' decision- making process. Synthesize lessons learnt documentation and dissemination of best practices
  • Lead the regular use of qualitative insights, program data and research to identify gaps, and make adaptations and scale-up where possible
Requisites
  • Medical Doctor (MD) with strong experience in HIV programs in Mozambique
  • Master’s Degree (MSc, MPH, MBA, MHA, MPA, or equivalent)
  • At least 10 years of relevant work experience in public health, with a strong focus on HIV
  • At least 5 years of demonstrated technical expertise in HIV prevention, diagnostics, and testing; experience in development of testing algorithms is preferred
  • Experience working within Mozambique’s health system, including engagement with government entities and key stakeholders, and active participation in relevant MoH TWGs
  • Strong ability to provide technical assistance through capacity building, training, and mentorship
  • Creative thinker with the ability to contribute to technical approaches and problem-solving
  • Proficiency in data analysis, reporting, and program monitoring
  • Excellent written and oral communication skills in Portuguese and English
  • Must have the legal right to work in Mozambique
