The World Food Programme is hiring a Technical Consultant for the Development of a mechanism for Pre-mix for Oil, Sugar and Flours and Potassium Iodate for Salt and Equipment for industry, based in Maputo.
Duties
- Perform desk review of relevant documents and meet with key stakeholders (Ministry of Industry and Commerce, Ministry of Health, WFP, HKI, GAIN, UNICEF and possible country based suppliers for pre-mix and potassium iodate, equipment suppliers, financial institutions). Present report with identified mechanisms (equipment and premix) (10 working days)
- Travel to Cabo Delgado, Sofala, Manica, Nampula and Maputo to meet with producers and understand their constraints with and suggestions for the acquisition of pre-mix (20 working days)
- Produce first draft of a proposed mechanisms and share with WFP, MIC, MISAU, HKI and producers for comments (5 working days)
- Finalize proposed mechanisms (equipment and premix) with inputs from all stakeholders (3 working days)
Deliverables
- Desk review report with identified mechanism (equipment and premix)
- Report of meetings with key stakeholders and producers
- Draft of a proposed mechanisms and presentation of the same
- Final draft of a proposed mechanisms and presentation of the same
Requisites
- An advance degree in sociology, economics, development, administration and similar relevant discipline
- Have at least 10 years working in industry, procurement, logistics or with the development sector
- Able to understand industry constraints and provide advices
- Demonstrated experience in similar consultancies
- Have professional experience in designing mechanisms (procurement, import, distribution, credit facilities)
- Experience working with development organizations is a plus
- Knowledge of procurement and related financial mechanisms
- Must have excellent organisational skills including time management, communication, and core consulting skills, with a proven track record of client satisfaction
- Ability to work independently
- Ability to plan strategically
- Excellent writing and communication skills
- Sound judgment
- Familiarity with WFP programmes and UN procedures
- Fluency oral and written communication in both Portuguese and English
