WSUP is recruiting an Urban Sanitation Consultant on WSUP’s Support to CMM and AURA on FSM Service Delivery Models (m/f), to be based in Maputo, Mozambique.
Description
Background: The Global Problem of Inadequate Urban Water, Sanitation and Hygiene (WASH)
- Over the Millennium Development Goals period (2000-2015), some countries achieved transformational change in water and sanitation access, but huge numbers of people remain without adequate water and sanitation. Between 1990 and 2015, an estimated 2.6 billion people (urban and rural) gained access to improved drinking water but 663 million people remain dependent on unimproved sources such as contaminated groundwater, with over 75% of these people living in Sub-Saharan Africa and Southern Asia. Progress towards improved sanitation has been even less positive: a staggering 2.4 billion people (almost a third of the world’s population) have unimproved sanitation
- Meanwhile, the developing world faces an unprecedented urban explosion. In Africa, the urban population is projected to increase from 400 million in 2010 to 1.26 billion in 2050, with 50% of the continent’s population concentrated in urban areas. Projections are similarly dramatic for Asia: it is expected that over 400 million people will migrate from rural to urban over the period 2010-2020. Worldwide, an estimated 863 million people now live in slums
- Faced with this massive urban explosion, governments and utilities face enormous challenges in expanding their water and sanitation systems at sufficient pace to respond to the increasing demand, and in fact many struggle just to meet the demands of the current population. This is due to a complex web of constraints including lack of finance, lack of property rights for people living in low-income settlements, outdated laws and inadequate enforcement, and lack of the required technical expertise to serve low-income areas effectively. Without innovative and fit-for-purpose solutions for universal urban water and sanitation, huge numbers of slum-dwellers will remain without adequate services, and the associated impacts on health and well-being, on child cognitive development and on economic productivity will have profoundly negative impacts on national development
Background: Water and Sanitation for the Urban Poor (WSUP)
- WSUP is a tri-sector partnership between the private sector, civil society and academia, focused on addressing the increasing global problem of inadequate access to water and sanitation for the urban poor
- WSUP’s vision, in line with the Sustainable Development Goals (SDGs), is of a world in which all urban dwellers, including the poorest, enjoy affordable, high-quality water and sanitation services. This will generate massive gains in human well-being, in national economic growth and in global environmental sustainability
- WSUP has a strategic portfolio of six focus countries in Africa and South Asia (Ghana, Kenya, Madagascar, Mozambique, Zambia and Bangladesh), where it works in close partnership with local service providers and national government. WSUP also works globally through its consultancy arm WSUP Advisory

As illustrated in the Theory of Change below WSUP believes that change can only be achieved by the creation and maintenance of a well-functioning system for water and sanitation service delivery to all customers in a city, involving both private and public sectors. The Strategic Goals set out in the Business Plan are the five activities that WSUP will prioritize from 2020-2025 to best contribute to our Theory of Change, given the stage that WSUP is at in its growth and current thinking on how best to achieve impact
Background for the Consultancy
- WSUP has provided support to the development of sustainable and inclusive FSM service delivery in Maputo since 2008. Initially working with two smalls to medium enterprises (SMEs) between 2008 and 2014. WSUP expanded support to 10 SMEs in the period 2014-2015. Although the initial focus was on providing a service to low income households in practice the SMEs focused more on higher paying customers outside the target neighbourhoods. These SMEs were initially successful in operating the FSM service, but this was not sustained over time. Currently only two of the original SMEs is still providing regularly FS emptying and transportation, serving low income communities
- Key challenges facing these enterprises included the need for coordination between primary and secondary operators in the transportation of waste to the final treatment plant, competition with informal pit emptying sector and limited willingness and ability to pay for improved services on the part of low-income customers. It was concluded that both the service operator and the low-income customer need to be incentivised for a FSM Service Delivery Model to work effectively in low income communities
- Over the last few years, WSUP has been working with AURA, IP and Maputo City Council in the development of a sanitation surcharge that will be added to the water bill and will be used to incentivize the expansion and take up of FSM services. WSUP has signed an MoU with Maputo City Council to develop a Citywide FSM Service Delivery Model which will be piloted in an agreed area of Maputo and then be rolled out across the city
- WSUP will engage a national sanitation consultant to work with the WSUP Mozambique team, WSUP Sanitation Specialist in London and Associate Business Development Consultant in the development of the FSM Service Delivery Model for Maputo. This team will also develop more general FSM guidance documents which AURA, IP will approve and share with municipal governments across the country. This phase will be undertaken between July 2020 and January 2021 and is financed under a specific WSUP donor funded project
Assignment Context
- The assignment and the TOR relate to the programme of WSUP support to Maputo City Council under the specific donor funded project coded as WSC05. Under Component 4: Public Finance for Urban Sanitation Services, Activity 4.3 the objective is to formulate including planning, design and institutional arrangements for an FSM Service Delivery Model for Maputo. The agreed time schedule for this activity is July 2020 to January 2021
Duties
- These terms of reference are limited to the Consultant’s assignment under Activity 4.3. The primary objectives of this assignment shall be to assist with the development of the FSM Service Delivery Model. The Consultant’s main tasks will be to:
- Support the WSUP Mozambique team and the UK based WSUP Sanitation Specialist in the preparation of the baseline report. The expert will undertake FSM service mapping, a market feasibility review and an analysis of the existing regulatory framework in particular the licencing regime including the legal framework for public private participation (PPP). (up to 15 days)
- Support the WSUP Mozambique team UK based WSUP Sanitation Specialist and the Associate Business Development Specialist in the identification and evaluation of service delivery options. The expert will work with the Business Development Specialist to undertake a detailed service provider assessment and with the WSUP Sanitation Specialist in the development of the PPP options for FSM service delivery. The expert will also provide inputs to the process of ranking the different service options explored. (up to 15 days)
- Support the WSUP Mozambique team, the UK based WSUP Sanitation Specialist and Associate Business Development Specialist in the design of the FSM service model including inputs to the technical, financial, institutional and regulatory components of the model. (up to 9 days)
- The Urban Sanitation Specialist shall assist with other specific tasks relevant to the objectives. (up to 2 days)
- The consultant will be responsible for primary and secondary data collection in Maputo and will work with the Country Programme Manager the UK based WSUP Sanitation Specialist and the WSUP Mozambique Sanitation Lead in the presentation and discussion of key deliverables with local stakeholders, in particular the relevant departments of the Maputo City Council and representatives of AURA, IP involved in the development of national FSM guidance
- The total input of the Urban Sanitation Specialist will be 41 days
Reporting
- The Urban Sanitation Consultant will report his/her progress to the Country Programme Manager and the Sanitation Lead within the WSUP Mozambique team on a weekly basis. The Consultant will also provide fortnightly written reports to the UK based WSUP Sanitation Specialist and will participate in team meetings at activity and project level
- The Urban Sanitation Consultant shall also be responsible for the translation of key reports to be submitted to CMM and other external stakeholders in Mozambique from English to Portuguese
Inputs
- The Urban Sanitation Consultant will provide a maximum of 41 days input to the project in the period August 2020 to January 2021
Requisites
- Bachelor’s degree or equivalent in civil, environmental or sanitary engineering or other relevant field
- Work experience in urban sanitation in Mozambique
- Previous research experience and skills e.g. knowledge of water
- Excellent spoken and written communication skills in both Portuguese and English
- Preferred: Master’s degree in Water and Sanitation or other relevant field
- Previous experience working on donor funded projects

- Terms of Payment: Payment will be based on time sheets and expenses forms submitted monthly in arrears by the Consultant. The Consultant will be expected to keep records of the time spent on the services that can be audited by WSUP. Expenses will be paid only upon submission of full receipts and must be in accordance with WSUP's Expenses Policy (attached). Payment will be by bank transfer upon receipt of invoice
- Each proposal will be independently scored on each criterion by a panel comprising three WSUP managers
WSUP reserves the right to negotiate the scope and pricing with the selected consultant to best ensure that these services will be delivered within the available budget. Consultants may wish to propose different approaches that will deliver the required outputs from the consultancy including fulfilling WSUP’s role in the partnership arrangement with Department of Water Supply and Sanitation, DAAS, from Maputo Municipality
