Oxfam is recruiting a Water and Sanitation and Hygiene Coordinator, to be based in Cuamba, Mozambique.
Description
  • As the Water and Sanitation and Hygiene (WASH) specialist for the PRESSANI, you'll lead efforts to improve access for safe water, sanitation and hygiene practices for people living in poverty, particularly the most vulnerable, in the districts of Nipepe, Maúa, Marrupa, Metarica and Cuamba This challenging role requires a visionary thought leader who can navigate complex Water, Sanitation and Hygiene systems, fostering collaboration with diverse stakeholders, and influence positive change
  • The programme specifically addresses challenges such access to quality and affordable potable water for domestic and for agriculture practices as well as traditional norms and challenging behaviour’s related to use of good sanitation and hygiene practices in these identified regions
  • Your role will be pivotal in implementing strategies for WASH good practices and behaviours and making a lasting impact on people living in poverty, particularly the most vulnerable people in Cuamba, Metarica, Nipepe, Maua and Marrupa in Niassa province
  • Job Purpose: The purpose of this role is to provide sound technical advisory services to the Programme Management Unit for the implementation of activities at the field level to meet water, sanitation and hygiene needs for the communities as one of strategy to address the use of unsafe water and poor hygiene practices contributing to the high level of malnutrition in the Niassa province
  • Contract type - Fixed term
  • Reporting to - Unit programme Manager
  • Key relationships/interactions - Communities, activists, community leaders, government authorities (SDPI and DPOP)
  • Location - Cuamba, with frequent travel to the field (Nipepe, Metarica, Maua and Marrupa)
Duties
Provision of PHP Services: 40%
  • Providing professional advice to PRESSANI Programme team about Wash PHP aspects
  • Influences the development of strategy and ensures and supports operational implementation
  • Provide capacity building and institutional support for consortium members and local partner
  • Ensure that Ater, Sanitation and Hygiene good practices re linked to Nutrition security in coordination with the food and nutrition security specialist
  • Design and implement necessary training to enable programme actors to implement SANTOLIC (CLTSH – Community-Led Total Sanitation and Hygiene) and LIFECA (ODF-Open Defecation Free) in targeted communities
  • Conduct assessments and baseline studies in order to identify WASH-related health risks and priorities
  • Use assessment data to design participatory PHP interventions appropriate for the local context and culture
  • Ensure appropriate community involvement in the design and delivery of essential WASH services and facilities
  • Supervise, manage and monitor the mobilization of the target population to promote hygiene practices, environmental sanitation, and control mechanisms while being sensitive to community needs and gender issues
  • Take account of gender, protection, HIV, the environment, Nutrition and other important cross-cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities
  • Represent Oxfam when appropriate in sector coordination meetings with the national authorities, UN bodies and international and national NGOs on request
  • Develop monitoring indicators and tools in line with the logframe and regularly collect data to reflect progress against objectives, and giving feedback to the Unit programme manager
  • Present regular written reports on progress against objectives (including data collection, minutes from meetings, and key achievements for the week)
  • Carry out advisory session for hygiene promotion sessions/activities with local partner and WASH committees to the wider community (Capacity building of the local partner in this field)
  • Contribute in developing work plans and programme activities
Provision of PHE Services: 40%
  • Manage the implementation of Public Health Engineering activities in all phases water supply and sanitation for a defined area for development program
  • Assess locations for suitable options for installation or rehabilitation of water and sanitation infrastructure to meet emergency needs. Along with the Team Leader, design and implement water and sanitation facilities based on needs and technical specifications identified during these assessments
  • Supervise teams and contractors for water and sanitation work
  • Manage water quality testing for assigned areas and take remedial action where quality does not meet agreed quality parameters
  • Lead the PHE team in monitoring the quality of work by contractors, manage projects and ensure minimum standards are met in terms of numbers and quality
  • Prepare work plans, weekly reports, PHE tracking sheets/data base, completion certificates, meeting minutes
  • Coordination minutes, and contributing in donor reports and proposal narratives and budget for PHE
  • Ensure the needs of specific target groups, e.g. children, youth groups, men, women, elderly people and people with special need are taken into account throughout all designs and installations
  • Ensure that gender, protection, and other important cross-cutting concerns are considered in programme design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. elderly people, children and people with disabilities
  • Documenting and sharing lessons learnt, successes or failure, and cross program exchanges with other WASH programs
  • Providing professional advice to senior managers about Wash PHE aspects
  • Supervision of the technical wash aspect about the activities implemented by local partner
  • To assess water supply needs, as requested, especially taking in the broader perspective of Public Health including PHE aspect
  • To ensure that all programs take gender and Nutrition issues fully into account. This includes the introduction of mechanisms to enable women and girls to participate in decision making; around public health engineering issues
  • Is Able to manage the database with characteristics of technical interventions carried out (water wells, cattle trough, latrine, rainwater harvesting)
  • Assist with the development of indicators to monitor and evaluate jobs creations and income generation activities
Management 10%
  • Manage the work of assigned assistants, taking responsibility for setting objectives, following up on workplans, monitoring quality of work, resolving issues (with support of the team leader where required)
  • Liaise with other Programme unit team member and business support team ensure proper planning for equipment and materials required for public health promotion work
Other 10%

Requisites
  • Formal qualification in a relevant field of engineering or hold a Bachelor’s degree in Public Health, Social Sciences, Community development with long experience in WASH sector, preferably in the Northern Mozambique
  • Technical Skills, Competence and Experience:
  • Experience of design, and management of construction of water, sanitation and hygiene facilities and hygiene promotion particularly for the northern Mozambique
  • Experience in working autonomously with minimum supervision and provision of advisory services
  • Strong communication skills and knowledge and experience in WASH are highly desirable
  • Experience and knowledge of the key WASH interventions in Mozambique (SANTOLIC-CLTS and LIFECA-FODC)
  • Proven experience implementing Public Health Engineering: rehabilitation of borehole, construction of cattle troughs, water resilience system etc.
  • A minimum of three years of practical experience in developing countries in community health and environmental programmes, preferably work experience in the northern Mozambique
  • At least two years practical experience in community mobilisation and organisation and appropriate community health and sanitation programs in development program context
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations
  • Experience and understanding of community mobilization in relation to water and sanitation activities
  • Good knowledge and experience on working with local partner agencies with a capacity of providing formal and informal training
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations
  • Good communication skills, including local languages and ability to work well in a team
  • Ability to work well under pressure and in response to changing needs and to travel at short notice and to work in difficult circumstances
  • Gender, environment and cultural sensitivity, especially in the management of the hygiene and water committees
  • Contributes to development of program initiatives (assessment and project writing)
  • Sympathy with the aims and objectives of Oxfam and commitment to humanitarian principles and action, gender policies with demonstrated experience in integrating gender and diversity issues into programs
  • Experience with remote working tools, namely, MS Teams, One Drive, MS Office, Zoom, skype and other
